Under the framework arrangement, procurement officers and IT managers can directly access cloud and AI resources through Bechtle's multi-cloud brokerage portal. This access method applies to the German Platform, the MEDI:CUS healthcare platform, and all authorized federal, state, and municipal agencies. The framework is based on the GovTech runtime environment developed by GovTech Deutschland, which adheres to the security requirements of the German Stack and supports the standardized deployment and cross-organizational reuse of specialized applications and AI solutions.

T Cloud Public complies with the highest security standards, including BSI C5:2020, ISO 27001, and GDPR, with all data processed and stored exclusively in German data centers. This means public institutions have full control over their data and operations, avoid vendor lock-in, and eliminate dependence on legal systems outside of Europe. Deutsche Telekom stated that the platform currently serves over 7,000 customers from the commercial, research, and public sectors.

The platform's practical capabilities have already been demonstrated in the state of Baden-Württemberg: T-Systems successfully migrated the state's Moodle learning platform, serving over 1,600 schools and approximately 1.5 million students, to T Cloud Public. The platform operates entirely within Germany, with automatic elastic scaling ensuring stability during peak loads. This model can also be extended to AI-assisted government services, health platforms, and digital administrative processes at the federal level.
