en.Wedoany.com Reported - On June 2, the People's Government of Haixi Mongolian and Tibetan Autonomous Prefecture and Zhejiang Cosin Solar Technology Co., Ltd. signed a strategic cooperation agreement in Hangzhou. Song Jisheng, Vice Governor of Haixi Prefecture, and Xu Neng, President of Cosin Solar Technology, signed on behalf of both parties. The signing ceremony was witnessed by Li Qingming, Secretary of the Haixi Prefectural Party Committee; Qiao Yaqun, Deputy Secretary of the Haixi Prefectural Party Committee and Governor of Haixi Prefecture; Shen Yanjun, Secretary of the Qiantang (New) District Party Working Committee and District Party Committee Secretary; and Jin Jianxiang, Chairman and Chief Scientist of Cosin Solar Technology.

Attendees included Yao Haitao, Deputy Secretary of the Haixi Prefectural Party Committee, Vice Governor of Haixi Prefecture, Secretary of the Party Leadership Group, and Commander of the Zhejiang Aid-Qinghai Command; Zhou Xuewu, Member of the Standing Committee and Head of the Organization Department of the Haixi Prefectural Party Committee; Chen Xuebang, Member of the Standing Committee and Vice Governor of Haixi Prefecture; Wang Dalei, Member of the Standing Committee and Secretary of the Delingha Municipal Party Committee; Zheng Dengke, Member of the Standing Committee and Secretary-General of the Haixi Prefectural Party Committee, along with other party and government leaders from Haixi Prefecture. Also present were Luo Fanghao, Deputy Director of the Zhejiang Provincial Development and Reform Commission; Yang Zhao, Deputy Secretary of the Party Leadership Group, Deputy Director, and First-Level Inspector of the Hangzhou Municipal Development and Reform Commission. Li Wei, Vice President of Cosin Solar Technology; Jiang Yuancai, Vice President of Procurement and Supply; and representatives from multiple enterprises in the CSP (Concentrated Solar Power) industry chain also participated in the event.

In his speech, Jin Jianxiang stated that this signing is a pragmatic outcome of efficient government-enterprise interaction and the promotion of cooperation implementation. In late May, he led a delegation of entrepreneurs from the CSP industry chain to Haixi Prefecture for discussions and exchanges, where both sides reached a high degree of consensus on CSP industry development, industry chain co-construction, and project guarantees. The signing of this agreement marks a new phase in government-enterprise cooperation.

Jin Jianxiang noted that Haixi Prefecture possesses unique solar energy resource endowments and is the birthplace and core stronghold of China's CSP industry. Since 2011, Cosin Solar Technology has established a presence in Haixi, successively deploying multiple CSP demonstration projects. Based on this strategic cooperation, Cosin Solar Technology will focus on advancing four key areas: deeply participating in the construction of clean energy projects in Haixi to help expand and upgrade the CSP industry; promoting the clustered development of the CSP industry chain, with six upstream and downstream enterprises already registered and established in Haixi; deepening industry-university-research collaborative innovation by jointly establishing a Smart Operation Research Institute for CSP Power Generation with the College of Control Science and Engineering at Zhejiang University, with plans for inauguration in July this year; and cultivating local talent by leveraging Zhejiang University's resources to conduct summer science education, teaching, and technical exchange activities.

In his speech, Li Qingming, Secretary of the Haixi Prefectural Party Committee, stated that following Jin Jianxiang's field inspection trip to the Qaidam Basin with industry chain enterprises, exchanges between the two sides have been frequent, and various cooperation consensuses are gradually being implemented. Cosin Solar Technology has been deeply involved in CSP power generation for over a decade and possesses multiple core technologies. Li Qingming introduced that Haixi Prefecture has 100,000 square kilometers of land available for CSP development, and its existing and under-construction CSP capacity ranks first nationwide. The prefecture is now focused on building itself into "China's CSP Capital."

He expressed the hope that the strategic cooperation agreement would serve as a bond to deeply explore cooperation opportunities in CSP energy storage, the entire new energy industry chain, and technological innovation and transformation, creating a benchmark model for Zhejiang-Qinghai paired assistance and cross-regional government-enterprise collaboration.

Before the signing ceremony, attending leaders visited the Cosin Solar Technology Future Energy Experience Center. Cosin Solar Technology stated that it will leverage the Zhejiang-Qinghai industrial cooperation platform to deepen government-enterprise coordination, implement the content of the strategic cooperation agreement, assist Haixi Prefecture in building "China's CSP Capital," and promote the construction of Qinghai Province's national-level clean energy industry highland.
