The opinions set phased goals: by 2028, a preliminary integrated and mutually reinforcing pattern between AI and information and communication will be established, with intelligent operation and service capabilities in information and communication reaching internationally advanced levels, and networks initially achieving high-level autonomous intelligence; by 2030, the integrated service capabilities of communication, sensing, computing, and intelligence will be significantly enhanced, forming a complete collaborative innovation and industrial ecosystem.
The opinions focus on the integrated development of AI with fields such as 5G-A/6G, next-generation optical networks, "IPv6+", and the Industrial Internet, conducting research on new network architectures driven by AI, with key efforts on core technologies including intelligent mobile communication air interface, high-level network autonomous intelligence, network intrinsic intelligence, space-based computing networks, and intelligent agent internet.
Regarding the intelligent upgrade of the information and communication industry, the opinions require accelerating the application of scenarios such as intelligent network planning and automatic generation of network design solutions, shortening the design time for network solutions like 5G private networks and enterprise private lines to the hour level, and reducing the time for quality inspection of fiber optic cable splicing and network terminal installation to the minute level; exploring multi-network intelligent agent collaboration technologies in complex scenarios to further shorten the time for fault localization and business closed-loop optimization; supporting the development of network large models and intelligent agents, breaking through technologies such as large-small model collaboration and multi-intelligent agent collaboration; and exploring the deployment of intelligent computing power in network equipment such as communication base stations, core network equipment, and routing and switching equipment.
In terms of consolidating the foundation for AI development, the opinions require accelerating the construction of 400Gbps/800Gbps backbone transmission networks, optimizing network channels between national hub nodes in the eastern, central, and western regions; building a computing power facility system with coordinated "hub-regional-edge" three-tier nodes; enhancing the uplink bandwidth configuration of fiber optic access networks, promoting the deployment of 5G-A networks, and reducing end-to-end network latency; conducting distributed inference technology experiments across wide-area IP networks to achieve a network resource utilization rate of no less than 90%, and optimizing home/business wireless LAN network access latency to no more than 5ms.
The opinions also propose focusing on the development of terminal products such as AI-enabled mobile phones and computers, smart home devices, and smart wearables; encouraging basic telecommunications enterprises to strengthen innovation in new personal and home applications based on intelligent agents; building new industrial networks for industries such as raw materials, electronic information, and equipment manufacturing, cultivating industrial intelligent agents, and promoting the large-scale deployment of 5G/optical network applications.
