This four-year Transport Technical and Professional Services (TTPS) framework will be open to WYCA and its local authority partners, including Leeds City Council, Bradford Council, Wakefield Council, Calderdale Council, and Kirklees Council.

Lot 2, valued at £23 million, focuses on client-side professional services support, providing project and programme management services, contract management, cost management, commercial support, risk management, health and safety services, and site supervision.
Lot 3 – Asset Management and Lifecycle Planning – is estimated at £8 million and covers services such as building condition surveys, structural assessments, ground investigations, drainage surveys, accessibility assessments, sustainability reviews, property valuations, and asset appraisals.
The fourth lot, also valued at £8 million, is dedicated to multi-disciplinary rail services. Suppliers in this lot will provide technical and professional support for rail projects, including rail planning, engineering, operations and timetable work, rolling stock strategy support, financial modelling, rail industry approvals, and heavy and light rail systems integration. Suppliers for this lot must hold Rail Industry Supplier Qualification Scheme (RISQS) certification.
WYCA plans to appoint up to four suppliers for Lot 1, three for Lot 2, and two each for Lots 3 and 4. The highest-scoring bidders will secure framework positions, but the authority reserves the right to appoint fewer suppliers if insufficient compliant bids are received or quality standards are not met.
The framework will operate through a range of call-off mechanisms, including direct award and further competition. Individual contracts valued at over £5 million will be subject to performance reporting based on key performance indicators covering time, cost, and quality.
The framework is scheduled to run from 1 September 2026 to 31 August 2030, although individual call-off contracts may extend beyond the framework period.
