The commission stated that this authorization covers only the commissioning process and does not include the introduction of hazardous fluids into the facility.

FERC indicated that further authorization will be issued if Golden Pass can demonstrate full compliance with the conditions listed in the order. In its submitted request, Golden Pass explained that the commissioning design and procedures for the second liquefaction train are identical to those of the first train, whose commissioning plan was previously approved by FERC. The systems covered in this commissioning application include the flare system, refrigeration system, inlet facilities, condensate stabilization system, liquefaction system, and regeneration gas system.

In May this year, the Zeebrugge LNG import terminal, operated by Fluxys, received the first cargo from the first liquefaction train. The Golden Pass LNG export terminal is equipped with three liquefaction trains, with a total design capacity of 18.1 million tons per year. The project also includes five LNG storage tanks with a capacity of 155,000 cubic meters each, and two berths capable of accommodating the world's largest LNG carriers.

State-owned QatarEnergy holds a 70% stake in the project and will offtake an equivalent share of capacity. U.S. energy company ExxonMobil holds the remaining 30% stake.
