The plan, submitted by Silicon Valley Custom Homes Inc. on behalf of property owner David Chao, proposes the construction of a three-story apartment building with two separate two-story accessory dwelling units in the rear yard. The project will provide a total of 13 apartments, including 3 studios, 7 one-bedroom units, and 3 two-bedroom units. For parking, 2 car parking spaces and 9 bicycle parking spaces are planned.

The project invokes Senate Bill 330 to streamline the approval process. Of the 13 units, 7 will be deed-restricted as affordable housing for low-income households, with an additional unit for very low-income households. These below-market-rate homes will serve as replacement units for an existing 8-unit apartment complex.

The architectural design is by Hau-Ching Liao, based in Mountain View. The renderings depict a uniquely proportioned complex resembling a layered wedding cake, featuring faux gable roof decorations on the Franklin Street side, with exterior finishes of stucco and faux wood siding.

The lot, approximately 0.17 acres, is located on Franklin Street between California Street and West Dana Street. The existing 8-unit multi-family apartment complex will be demolished prior to construction.
