Delhi Development Authority Approves Unified Building Bye-Laws Amendments and Redevelopment Policy
en.Wedoany.com Reported - The Delhi Development Authority (DDA) has approved amendments to the Unified Building Bye-Laws (UBBL) 2016, while also passing a policy for the redevelopment and reconstruction of old two-storey residential units, and agreeing to a change in land use for the metro depot along the Rithala-Kundli Corridor in Narela Sub-City. The meeting was chaired by Lieutenant Governor Taranjit Singh Sandhu, and attended by DDA Vice-Chairman N. Saravana Kumar, Principal Secretary Rajiv Verma, and other members.

Under the amendments, No Objection Certificates (NOCs) issued by the Delhi Pollution Control Committee, the Chief Inspector of Factories, the Delhi Jal Board, and the Forest Department will no longer be a prerequisite for the approval of building plans. The Authority stated that this move aims to streamline the statutory approval process and reduce compliance burdens, thereby expediting approvals and minimizing procedural delays while maintaining environmental and safety regulations.
The reconstruction and redevelopment policy targets already-built two-storey units on independent plots under old schemes developed according to the Master Plan of Delhi-1962 (MPD-1962), many of which are over 50 years old and structurally deficient. The policy permits reconstruction, subject to conditions, in accordance with the provisions for residential plots on vacant land, including plot size, current MPD regulations, structural safety certification, and compliance with the Unified Building Bye-Laws, covering applicable floor area ratio, building coverage, building height, and fire safety norms; where applicable, the payment of corresponding conversion charges, betterment levy, and scrutiny fees is also required.
The Authority agreed to change the land use of 19.63 hectares in Zone P-I of Narela Sub-City along the Rithala-Kundli Corridor from recreational and public and semi-public use to transportation use, for the construction of a metro depot. The Red Line extension from Rithala to Kundli connects Northwest Delhi, Rohini, Narela, and Haryana, with the aim of enhancing urban mobility, providing seamless connectivity, and reducing commute times for tens of thousands of daily passengers.
The Authority anticipates that improved transportation will spur development around new housing projects in Narela and the proposed University Hub. The proposal for the change in land use will be submitted to the Ministry of Housing and Urban Affairs for the final gazette notification.
