en.Wedoany.com Reported - Dimension News, July 1 – The National Energy Administration (NEA) held a special meeting in Beijing on deep coalbed methane (CBM) exploration and development, to thoroughly implement the decisions and deployments of the Central Committee of the Communist Party of China and the State Council, analyze the industry development situation, clarify work directions, and deploy key tasks to promote the high-quality development of the CBM industry. Wan Jinsong, Member of the Party Leadership Group and Deputy Director of the NEA, attended and delivered a speech.
The meeting noted that the Central Committee of the Communist Party of China and the State Council attach great importance to the development of the CBM industry. In recent years, with the joint efforts of all parties, the policy support for the CBM industry has been continuously improved, the scale of production capacity and output has been steadily expanded, the industry management system has become more robust, and significant progress has been made in industrial development. Major breakthroughs have been achieved in deep CBM exploration and development, making it the main direction for increasing reserves and production in the coming period. It is essential to adhere to the core task of ensuring national energy security, maintain a scientific, standardized, rigorous, and pragmatic work philosophy, and pursue unified planning and management of medium-shallow and deep CBM, vigorously advancing deep CBM exploration and development to continuously consolidate the energy supply foundation.
The meeting emphasized the need to pool efforts from all sides to achieve greater results in increasing CBM reserves and production. First, unify ideological understanding. All regions, relevant units, and energy enterprises should focus on prominent issues in natural gas exploration and development, seize industry development opportunities, standardize the use of relevant concepts, uniformly standardize non-standard expressions such as "coal-rock gas" as "deep coalbed methane," and concentrate efforts on all aspects of exploration and development. Second, ensure the implementation of relevant plans. Issue and implement the "15th Five-Year Plan" for CBM (coal mine methane) development and utilization, along with action plans for increasing reserves and production in key regions, detailing work tasks to each enterprise and CBM block, increasing investment in exploration and development, and accelerating the construction of key projects. Third, strengthen industry management and services. Revise the "CBM Statistical Survey System" to improve relevant statistical indicators for deep CBM. Optimize approval processes to support enterprises in legally and compliantly handling procedures for mining rights, land use, and water use. Improve the industry standard system to form exploration and development technical routes suitable for different regional conditions. Fourth, strengthen overall coordination. Reasonably arrange the development sequence of coal and CBM to better leverage the comprehensive benefits of resource development. Establish a central-local coordination mechanism, encourage central enterprises and local governments to explore effective models of win-win cooperation, and promptly study and resolve conflicts and issues arising in the development of the CBM industry.
Relevant provincial-level CBM industry management departments, responsible comrades from central enterprises, academicians and experts in the CBM field, responsible comrades from relevant departments of the National Development and Reform Commission and the Ministry of Natural Resources, and responsible comrades from the NEA's Department of Legal and Institutional Reform, Department of Science and Technology, Department of Coal, and Department of Oil and Gas attended the meeting.
