Masdar and PLN to Develop Floating Solar Projects in Indonesia

Wedoany.com Report-Apr. 15, Masdar, a clean energy company based in the United Arab Emirates, has partnered with Indonesia’s state-owned electricity company, PT PLN (Persero), to advance floating solar power projects in Indonesia. The collaboration follows the signing of a memorandum of understanding for a floating solar power plant at the Jatigede Dam reservoir in West Java, after Masdar secured the lowest tariff in the Hijaunesia 2023 bidding program.

The partners signed an agreement to explore the potential expansion of Masdar’s 145MWac Cirata floating photovoltaic power plant.

The development of the Jatigede project is set to begin in 2025, with completion expected by 2027. In addition to this project, Masdar and PLN have agreed to explore expanding Masdar’s 145 MWac Cirata floating photovoltaic power plant. The Cirata project, which began its first phase in November 2023, generates enough renewable energy to power 50,000 homes and reduces carbon emissions by 214,000 tonnes annually.

The two companies' agreement to assess the potential for increasing Cirata’s capacity comes after regulatory changes and successful feasibility studies. Masdar's CEO, Mohamed Jameel Al Ramahi, expressed confidence in the collaboration, stating: “The Jatigede project will be a strong addition to our collaboration with PLN and its development, along with the expansion of our already record-breaking Cirata project, will enable us to build on our expertise in developing floating solar projects. These agreements also demonstrate our continuing commitment to supporting Indonesia’s ambitious renewable energy objectives.”

The partnership aligns with Indonesia’s goal of achieving net-zero emissions by 2050. In 2024, Indonesian President Prabowo Subianto announced plans to add more than 75 GW of renewable energy over the next 15 years as part of the country’s transition to a low-carbon economy. Additionally, in February 2025, Indonesia established Danantara Indonesia, a strategic investment management agency aimed at enhancing the competitiveness of state-owned enterprises, including PLN.

PLN’s president and director, Darmawan Prasodjo, highlighted the importance of the collaboration, saying: “PLN is fully committed to leading Indonesia’s energy transition. These collaborations are a testament to the shared global effort needed to address the climate crisis. By expanding our renewable energy capacity, we’re reducing fossil fuel dependence, enhancing energy sustainability and strengthening energy sovereignty while driving economic growth.”

Since 2022, Masdar has expanded its global renewable energy portfolio significantly, increasing it from 20 GW to 51 GW by the end of 2024, representing a 150% growth. The company, which operates in over 40 countries, aims to reach a renewable energy capacity of 100 GW by 2030 and become a producer of green hydrogen. In April 2025, Masdar also completed the 100% acquisition of TERNA ENERGY, a key player in the renewable energy sector in southeastern and central Europe.
