The "Ten Measures of Tianjin Maritime Safety Administration for Serving the Integrated Development of Port, Industry, and City (2026 Edition)," released on the same day, systematically outlines specific actions to support the construction of world-class ports and the high-quality development of Tianjin.

"Building the Tianjin Maritime Traffic Collaborative Intelligent Management Center to enhance port operational efficiency" tops the list of ten measures. Tianjin Maritime Safety Administration will accelerate the construction of this center, taking the lead nationwide in implementing a cross-departmental collaborative intelligent dispatch model that integrates comprehensive perception, efficient coordination, and smart management. This will achieve "unified dispatch, unified grouping, and unified command" for traffic organization and port production, thereby driving port production efficiency up by over 5%.

Through measures such as immediate departure and berthing, direct movement within the port, and soft expansion of the channel, the maximum peak throughput capacity of the main channel will increase by more than 50%. With the deployment of an intelligent ship voyage planning system, Tianjin Port can compile a "ship dynamic timetable" accurate to the minute.

In terms of government services, Tianjin Maritime Safety Administration has optimized counter procedures. Currently, shipping companies can complete all certificate procedures for a ship's departure in a one-stop manner at the maritime service counter, allowing the public to "handle matters at one window with one person." Focusing on bottlenecks in port and shipping enterprise operations, Tianjin Maritime Safety Administration will create a better environment for the agglomeration of shipping factors, promote cross-regional government service transactions in the Bohai Rim Free Trade Zone, and enable nine high-frequency maritime services to be handled "nearby" and "conveniently." To address bottlenecks in ship asset transfer, the administration has also innovated parallel processing for ship transfer with "mortgage transfer" and "non-stop navigation," and deepened the application of the "maritime credit + shipping finance" scenario.
