It aims to provide a common language and objective method for measuring the Industrialization Index (Índice de Industrialización), thereby promoting the industrialized construction sector and the deployment of the PERTE (Strategic Project) for industrialized construction. Tecnalia participated in the development of this standard, ensuring it meets the actual needs of the industry and lays the foundation for future development.

The new technical framework aims to facilitate uniform measurement among projects and building schemes, using comparable and reproducible criteria. Its scope includes the classification of industrialized components and the definition of a methodology for analyzing the impact of industrialization in areas such as efficiency, quality, and sustainability.
UNE 41610:2026 introduces a detailed classification of industrialized components based on their function in the building (structure, envelope, internal partitions, installations, and finishes) and their primary geometry (1D, 2D, or 3D). This technical structure helps organize the catalog of building products and facilitates comparison between different solutions, regardless of the technology or building system employed.
The core innovation of this standard is the Industrialization Index (IdI), a standardized method for objectively, comparably, and reproducibly assessing the level of industrialization of any project. This index is considered a strategic tool for developers, designers, and public administrations, as it provides a rigorous measure of the impact of industrialization on efficiency, quality, and sustainability.
During the development of UNE 41610:2026, Tecnalia participated as one of over 60 entities within the technical committee CTN-UNE 41/SC14 on Industrialized Construction (Construcción Industrializada). This committee brings together representatives from universities, technology centers, industrialized companies, construction firms, developers, industry associations, laboratories, certification bodies, and public administrations.
The committee is chaired by Laura Agenjo, Technical Advisor to the Ministry of Housing and Urban Agenda (Ministerio de Vivienda y Agenda Urbana). The participation of different roles across the value chain aims to ensure the standard meets the operational needs of the industry and serves as a foundation for future standard development.
With the publication of UNE 41610:2026, Spain has introduced a standard specifically dedicated to regulating the evaluation of industrialized construction.
