The Deputy Manager of the Olefin Project Department, the Design Manager of Huanqiu Company, and relevant personnel attended the meeting.

This unit is a core link in the olefin industry chain, and its design precision and model quality directly impact construction efficiency and the long-term stable operation of the unit. To ensure quality control during the design phase, the Olefin Project Department collaborated with Huanqiu Company, forming a specialized review team of 15 professionals covering process, equipment, piping, structure, electrical, and instrumentation disciplines. Based on specifications such as the "Regulations on the Content Depth of 3D Model Design for Petrochemical Engineering," the team conducted a unit-by-unit disassembly and full-discipline scan, meticulously examining key aspects including pipeline routing, equipment layout, structural clashes, maintenance access, and electrical and instrumentation cable trays across the entire unit process.
All four core indicators of this review met the standards. First, 100% full-discipline modeling was achieved, with design content from process, equipment, piping, structure, electrical, instrumentation, HVAC, fire protection, and safety disciplines all incorporated into the model, ensuring comprehensive coverage. Second, 100% closure of review comments was realized; all 613 comments accumulated during the 30%, 60%, and 90% model review stages have been fully verified and closed, with complete written verification records retained. Third, 100% elimination of clash checks was completed; all 8 hard and soft clashes across all disciplines have been rectified, and formal clash check reports have been preserved. Finally, 100% compliance of model depth was achieved, meeting industry standard requirements, with supporting drawings such as axis diagrams being complete and compliant with drawing and delivery specifications.
Currently, all rectifications for previous issues of this unit have been closed, design change documentation is complete and standardized, safety analysis content is fully integrated into the design, and remaining items are managed through a dynamic closure process. All preparations for design finalization are in place. Moving forward, the Olefin Project Department will focus on key milestones for design completion, promoting the direct application of design results to the construction frontline, providing support for the early completion and commissioning of Phase II of the project.
The Yulin Chemical Phase II project is China's largest single-investment coal chemical project, with a total investment of 176 billion yuan for the chemical units. Building on Phase I, the project utilizes coal pyrolysis, coal tar hydrogenation, and pulverized coke gasification technologies as its foundation. Through systematic integration of coal pyrolysis, coal/semi-coke gasification, and downstream deep processing technologies, it expands and extends the industrial chain, exploring a new pathway for the coupled development of coal-based olefins and coal-based aromatics. Final products will include polyolefins, polyester, polycarbonate, polyether polyols, EVA, POE, SAP, DMC, DEC, EMC, EC, and other chemical products, with an estimated average annual sales revenue exceeding 90 billion yuan.
Phase II, Stage I of the project covers a total area of approximately 9,200 mu, with an estimated total investment of about 62 billion yuan. Upon completion, the project is expected to achieve an average annual sales revenue of 20.7 billion yuan and an after-tax profit of 3.3 billion yuan. The coal gasification process utilizes nine 3,500-tonne-class HT-L gasifiers.
