Dong Baoliang, Deputy Secretary of the Party Committee and President of CRSC, Ma Wen, Member of the Party Leadership Group and Deputy Director of the Inner Mongolia Autonomous Region Development and Reform Commission, and Hu Zhaomin, Secretary of the Party Committee and Chairman of Inner Mongolia Transportation Investment Group, jointly unveiled the joint venture company.
Relevant leaders from government, enterprises, and universities, including the Inner Mongolia Autonomous Region Development and Reform Commission, CRSC, Inner Mongolia Transportation Investment Group, Inner Mongolia Geological & Mining Group, Ordos Airport Management Group, and Inner Mongolia University, gathered at the scene to witness this important milestone in the development of the air-rail integrated low-altitude industry in the northern border region.

Its self-developed airspace management and control system was selected for the SASAC's "Top 100 Projects". Inner Mongolia Transportation Investment Group possesses vast low-altitude application scenarios such as general aviation airports and railway networks. The joint establishment of this platform by both parties will effectively promote the deep integration of central enterprise technology with local development.

In his speech, Dong Baoliang pointed out that CRSC, relying on its "12415" development strategy, extends the precise and safe control technology of ground rail transit to the low-altitude field, creating an industrial layout of "three businesses and one ecosystem" for the low-altitude economy, empowering the national low-altitude economic construction with technology. Inner Mongolia boasts unique airspace resources and vast low-altitude application scenarios in railways, highways, energy, cultural tourism, and emergency rescue, making it a fertile ground for developing China's low-altitude economy. In his speech, Hu Zhaomin introduced the geographical and resource advantages of Inner Mongolia for developing the low-altitude economy. He stated that Inner Mongolia has vast airspace resources, a well-established layout of general aviation airports, and abundant low-altitude application scenarios in agriculture, forestry, emergency response, cultural tourism, and energy. The autonomous region has continuously issued special policies to support the development of the low-altitude economy. Relying on comprehensive transportation resources such as the region's general aviation airports and railway networks, Inner Mongolia Transportation Investment Group has partnered with CRSC, a global leader in rail transit control, to establish CRSC Air-Rail Company. This is a practical achievement of central-local cooperation and complementary advantages. The new company will closely adhere to the autonomous region's strategic positioning of "two barriers," "two bases," and "a bridgehead," focus on intelligent air-rail integrated innovation, build a unified regional low-altitude intelligent management and control platform, create a new intermodal transport model of "rail hub + low-altitude takeoff and landing," construct a new pattern for the low-altitude industry that coordinates land and air and links production and transportation, and make positive contributions to implementing the autonomous region's "1571" work deployment, building a modern industrial system, serving the national strategy of opening up to the north, and building a transportation powerhouse.

During the unveiling ceremony, CRSC Air-Rail signed strategic cooperation agreements with Inner Mongolia Geological & Mining Group Geological Surveying and Mapping Co., Ltd., the School of Computer Science of Inner Mongolia University, and Ordos Low-Altitude Economy Development Co., Ltd. The cooperation covers areas such as airspace operation and maintenance, intelligent research and development, and real-world application implementation.

During the event, attending leaders visited the demonstration application laboratory for the autonomous region's "Open Competition for the Best Solution" science and technology innovation project, learning about the deployment plans and practical application results of the low-altitude airspace intelligent management and control system and the "One Network for Unified Flight" all-domain low-altitude flight management platform in Inner Mongolia.
In the next step, CRSC Air-Rail Company will use digital control technology to strengthen the low-altitude safety baseline, continuously expand diverse application scenarios for the low-altitude economy, cultivate new momentum for the air-rail integrated industry, and leverage central-local synergy to build a safe and intelligent low-altitude three-dimensional transportation system in the northern border region, continuously injecting new impetus into the high-quality development of comprehensive transportation in the autonomous region.
