en.Wedoany.com Reported - The General Office of the People's Government of Zhejiang Province recently issued the "15th Five-Year Comprehensive Transportation Development Plan of Zhejiang Province," outlining a comprehensive deployment for the province's transportation development over the next five years. The plan focuses on infrastructure, transport services, intermodal systems, and global connectivity, proposing eight major task systems and 12 special actions.
In terms of infrastructure construction, Zhejiang will fully advance the "Shipping Zhejiang" project, with a focus on developing the inland waterway network and enhancing the construction of 1,000-ton-class berths and container operation areas. The plan sets a target that by 2030, the province will have 340 berths of 10,000-ton class or above along the coast, an inland waterway mileage of over 1,200 kilometers at Grade III or above, and 100 berths of 1,000-ton class, essentially enabling 1,000-ton-class vessels to reach ports, parks, and enterprises smoothly.
Regarding the optimization of transport services, the plan clearly promotes the high-level development of inland waterway shipping, expanding routes to ports along the Yangtze River and Huaihe River, so that sea-river intermodal services cover major inland ports in the Yangtze River Delta. At the same time, it accelerates the promotion of 96-TEU container ships and 2,000-ton-class dry bulk carriers.
To optimize the overall layout of multimodal transport, Zhejiang plans to build key transport corridors such as Yiwu-Yongzhou, Jinhua-Lishui-Wenzhou, Hangzhou-Ningbo, and Shanghai-Zhejiang-Jiangxi, promote the "Sixth Port Area" model of Jinyi and the through bill of lading system, and expand innovative service combinations such as "sea-rail intermodal + sea express" and "river-sea direct + Yangtze River trains." Additionally, it will strengthen customs facilitation measures like "direct pick-up at shipside" and "direct loading upon arrival," and cultivate full-process logistics integrators offering "door-to-door" services.
In terms of global connectivity, the plan emphasizes enhancing the radiation capacity of seaports. Ningbo Zhoushan Port will build a national bulk commodity storage and transportation base to high standards, promote the joint construction of a near-sea shipping center by Wenzhou and Taizhou, and support Jiaxing in becoming a hub port for sea-river intermodal transport in the Yangtze River Delta. The international route network will be continuously densified, with a focus on expanding deep-sea trunk routes, improving Arctic routes, optimizing near-sea routes to Japan, South Korea, and Southeast Asia, and deepening the implementation of the "Container Shipping On-Time and Cost Reduction" plan.
