The project is scheduled to begin supplying power in 2027, with a contract term of 20 years.

On August 3, the Texas state government required the Public Utility Commission and the Electric Reliability Council to verify and audit data center projects entering the grid interconnection process, and such projects may not proceed until the review is completed. The review covers project electricity consumption scale, water source, tax incentives, ownership structure, and measures to reduce community impact; projects that fail to meet requirements will be denied grid access.

Currently, the Texas grid is processing new load applications exceeding 474 gigawatts, with approximately 90% coming from data centers, and the application scale is more than five times the region's historical peak electricity demand. The grid operator has suspended transmission planning studies for the first batch of large-scale load projects, and the completion date of the audit has not yet been announced.

The long-term power purchase agreement between Vistra and Amazon Web Services involves up to 1,200 megawatts of power from the Comanche Peak nuclear power plant. The plant has an installed capacity of approximately 2,400 megawatts, and Vistra still lists 2027 as the start date for power supply; Amazon plans to build a data center project near the plant with an investment of approximately $5 billion. Vistra stated that there is currently no indication that this arrangement will be adjusted due to the ongoing review.

On August 5, Vistra also received FERC approval for its ongoing acquisition of Cogentrix Energy.
