Two of the packages are expected to be awarded by or before November 2026, with the third scheduled for January 2027.
The SMBZ Road and Hassyan Pumping Station project is expected to see its EPC contract awarded in November 2026. The project includes the SMBZ Road Pumping Station (PS32) and the Hassyan Pumping Station (PS31), with design capacities of 60 million imperial gallons per day (MIGD) and 36 MIGD, respectively. The scope of work also covers associated electro-mechanical works and a Supervisory Control and Data Acquisition (SCADA) system. The tender notice was issued on March 18, bid submissions were received on July 22, and four contractors participated in the bidding. Ramky Infrastructure submitted the lowest bid at $44.5 million, Danway Electrical & Mechanical Engineering quoted $48.5 million, AG Engineering and Power Contracting quoted $78.2 million, and Emarat Aloula Contracting quoted $124.2 million. The project is scheduled for completion in the fourth quarter of 2028.
The 132kV power network package is also slated for award by November 2026, covering 132/11kV substations, cable circuits, and cable relocation works. The tender scope involves cable works for multiple substations including AUTOSOUQ, CRYSTAL, DANAROAD, DSRTISLD, ELWOOD, HORIZON, MESMGOLF, NASEEMST, ORCHIDST, YFRAVALY, and YLYSISLD, in addition to a new SFOH-BRDN 132kV cable circuit and additional 132kV cable relocation works. The tender was issued on April 20, bids were submitted on July 30, and eight companies submitted offers, with base prices ranging from AED 31.56 million ($8.6 million) to AED 1.27 billion ($346 million). Acume Electrical Engineering Services submitted the lowest base bid at AED 31.56 million, with alternative bids totaling AED 39.16 million; Sociedad Espanola De Montajes Industriales Dubai followed closely with a base bid of AED 51.27 million and alternative bids totaling AED 65.23 million. Other bidders include Danway Electrical & Mechanical Engineering, ARAR Utility Co, Mannai Trading Co, AASA Middle East Contracting Co, Centaur Electro Mechanical Contracting Company, and Saudi Modern Co. for Metals, Cables & Plastic Industries. The project is scheduled for completion in the fourth quarter of 2028.
Alongside the tender process, DEWA continues to expand Dubai's power distribution infrastructure. In the first half of 2026, the company commissioned 793 new 11kV substations across Dubai.
The EPC contract for the Hassyan SWRO Phase 2 water transmission pipeline project is expected to be awarded in January 2027. The scope of work includes the supply, installation, testing, commissioning, and related works for glass fiber reinforced epoxy water transmission pipelines. The tender was issued on December 11, 2025, bids were submitted on July 15, 2026, and eight contractors participated in the bidding. Binladin Contracting Group submitted the lowest bid at AED 335.92 million ($92 million), while Green Oasis General Contracting Co. quoted approximately $94 million. Other bidders include Al Nasr Contracting Co., Wade Adams Contracting, RMB Contracting, Tristar Engineering & Construction, Shapoorji Pallonji Mideast, and Gulf Petrochemical Services & Trading. Construction is scheduled for completion by December 2028.
