en.Wedoany.com Reported - Infraestruturas de Portugal is advancing the public tender for Phase 3 of the Sines Railway, with a maximum budget of €16.5 million excluding VAT. The project covers the municipalities of Grândola, Sines, and Santiago do Cacém, with the latest bid submission deadline set for September 21, 2026.

This project focuses on upgrading the railway signaling and communications infrastructure, including the renovation of signaling and communications technical buildings along the line, as well as the upgrade of power supply and distribution, HVAC, security protection, and integrated communications facilities in accordance with new technical requirements. The scope of works also includes the renovation of level crossing keeper buildings, overhead contact line maintenance points, and their internal communications equipment.
The civil works will replace the deck structure of an underpass at kilometer 160.937 of the Sines Railway and construct safe isolation walkways at level crossings along the line. The electrification works include the construction of a feeder line from the Santiago do Cacém traction substation to the Port of Sines, as well as the implementation of traction current return, earthing, and protection systems for the section between the Laguete station and the Port of Sines area.
The tender follows an open procedure, with the main CPV code being 45234100, corresponding to railway construction works. Price and quality each account for 50% of the evaluation criteria, and alternative solutions will not be accepted. The successful bidder must provide a performance bond equivalent to 5% of the contract price, and bids must remain valid for 120 days from the submission deadline.
The project has a planned construction period of 540 days, expected to be implemented between 2026 and 2028, and will not use EU funds. Infraestruturas de Portugal has classified it as strategic public procurement aimed at reducing environmental impact, with the goal of lowering railway infrastructure operating costs and energy consumption while improving the operational efficiency of signaling, communications, and traction power supply systems.
The Sines Railway is a key component of Portugal's southern international freight corridor, connecting the Port of Sines to the southern railway network and onward to Badajoz, Spain, and the European rail network via the Évora–Elvas line. Infraestruturas de Portugal has previously carried out track, electrification, station, and level crossing upgrades on the Sines–Ermidas-Sado section, creating conditions for the operation of 750-meter-long freight trains. This Phase 3 project will further complete the signaling, communications, traction power supply, and safety ancillary facilities involved in the earlier works.
