en.Wedoany.com Reported - On August 13, Guinea-Bissau's national oil company PetroGuin and Tender Oil & Gas announced plans to jointly develop an integrated energy platform in Guinea-Bissau, combining offshore oil and gas exploration with natural gas, LNG, power, and downstream energy infrastructure development, advancing the country's transition from standalone oil and gas resource exploration to a comprehensive energy industry chain.

Under the plan, both parties will advance oil and gas exploration in offshore blocks 5C and 6C of Guinea-Bissau, and study LNG import, gas-fired power generation, industrial energy supply, and downstream infrastructure development. The currently disclosed content primarily outlines long-term development concepts, with project investment amounts, processing capacities, power generation scale, construction sites, and implementation timelines yet to be disclosed.

This integrated energy platform initiative builds on the offshore oil and gas cooperation agreement previously signed by both parties. On April 22, 2026, PetroGuin and Tender Oil & Gas signed a joint venture agreement during the African Energy Investment Forum in Paris, France, to cooperate on the development of deepwater blocks 5C and 6C in the MSGBC Basin.

Under the cooperation arrangement, Tender Oil & Gas, as the principal participant in the contractor group, holds a 90% interest and bears all capital investment during the exploration phase; PetroGuin holds a 10% interest. Preliminary work includes 2D and 3D seismic data acquisition and interpretation, basin and hydrocarbon prospect studies, and determining subsequent exploration well deployment based on evaluation results.

Tender Oil & Gas stated that its development path in Guinea-Bissau extends beyond upstream exploration, combining potential oil and gas resources with LNG import, gas-fired power generation, and industrial energy supply to form an integrated platform covering resource exploration, fuel import, energy conversion, and end-user supply. The company also plans to advance project development through joint ventures, phased investment, and the introduction of international partners.

Guinea-Bissau currently lacks a large-scale oil and gas production system, and remains relatively dependent on imports for electricity supply and refined petroleum products. If the integrated energy platform enters substantive construction, it could generate engineering requirements including LNG receiving and storage facilities, unloading terminals, storage tanks, regasification units, natural gas pipelines, gas turbine generators, substations, transmission and distribution facilities, control systems, and fire safety systems.

In the near term, the project will focus primarily on offshore seismic exploration, geological evaluation, business model design, and partner introduction. Only after resource assessment, natural gas demand, LNG import plans, power generation scale, and financing structures are clarified can the related infrastructure advance to feasibility studies, engineering design, and EPC procurement phases.

The MSGBC Basin, where Guinea-Bissau is located, spans the offshore waters of Mauritania, Senegal, The Gambia, Guinea-Bissau, and Guinea. With oil and gas projects in Senegal and Mauritania being progressively developed, and international energy companies such as Chevron entering Guinea-Bissau's offshore blocks, investment in deepwater oil and gas exploration and supporting energy infrastructure in the region is heating up.
