Notice of the General Department of the National Energy Administration on Establishing the "AI + Energy" Working Group under the Belt and Road Energy Partnership Cooperation Network

en.Wedoany.com Reported - On August 24, in response to global trends in energy technology transformation and the practical cooperation needs of member states, the National Energy Administration plans to establish a dedicated "AI + Energy" working group under the existing cooperation framework, and issued the Notice on Establishing the "AI + Energy" Working Group under the Belt and Road Energy Partnership Cooperation Network. The working group aims to accelerate the digital transformation of energy in various countries and promote the deeper development of Belt and Road energy cooperation in a more specialized and diversified direction through joint research on intelligent energy technologies and exchanges on industrial practices.

The working group will be composed of domestic and international energy enterprises, industry associations, financial institutions, research institutes, universities, and relevant international organizations, operating under the framework of the Belt and Road Energy Partnership. Related activity costs shall be borne by member units themselves. The working group will have one lead unit, responsible for taking the lead in formulating and organizing the implementation of the work plan, producing cooperation outcomes, and regularly reporting the work plan, summaries, and progress on key work to the National Energy Administration. Member units should also actively cooperate with the lead unit, submit cooperation needs in a timely manner, and may request the National Energy Administration to coordinate and facilitate the resolution of major issues encountered.

Notice of the General Department of the National Energy Administration on Establishing the "AI + Energy" Working Group under the Belt and Road Energy Partnership Cooperation Network

To all relevant units:

The Belt and Road Energy Partnership Cooperation Network is the first multilateral cooperation platform in the energy sector initiated by China, and an important platform for China to play a constructive role in the global energy governance system. In order to better leverage the important role of "AI + Energy" in Belt and Road energy cooperation, our Administration plans to establish a new "AI + Energy" working group under the framework of the Belt and Road Energy Partnership. The relevant matters are hereby notified as follows.

I. Basic Information

At the Second Belt and Road Energy Ministerial Meeting in 2021, the Belt and Road Energy Partnership Cooperation Network was established, setting up seven professional working groups covering green energy, connectivity (electric power), oil and gas, smart energy (innovation), green finance, universities (youth), and international communication, with members including more than 80 units such as enterprises, industry associations, financial institutions, and research institutes (universities). Since its establishment, the working groups under the Cooperation Network have effectively coordinated various resources and made concerted efforts, deepening international exchanges and communication, promoting the implementation of energy projects, participating in global energy governance, and playing an important role in advancing Belt and Road energy cooperation. In response to global trends in energy technology transformation and the practical cooperation needs of member states, our Administration will initiate the establishment of the "AI + Energy" working group, aiming to assist member states in their energy digital transformation and promote the specialized and diversified development of Belt and Road energy cooperation through joint research on intelligent energy technologies and exchanges on industrial practices.

II. Work Content

(1) Policy Exchange. Strengthen policy communication and experience sharing among member states in areas such as AI-enabled energy transition and green energy supporting the sustainable development of computing power, assess technology trends and governance issues, and build consensus on multilateral cooperation.

(2) Technology Cooperation. Focus on scenarios such as new energy power forecasting, optimized operation of power systems, control of new-type energy storage, and multi-energy coordinated optimization, as well as directions such as green energy supporting the construction of computing power infrastructure, and promote joint R&D, technology exchange, and demonstration cooperation.

(3) Standards Coordination. Conduct joint research on frontier topics including digital energy standards and specifications, technical certification, green computing power evaluation, and cooperative governance of energy data, and promote the alignment and coordination of rules and standards between the energy and digital sectors.

(4) Capacity Building. Carry out special training, seminars and exchanges, and talent development for member states to enhance their technical capabilities and governance levels in energy digitalization and intelligent development.

III. Working Mechanism

(1) Composition. The working group shall be composed of domestic and international energy enterprises, industry associations, financial institutions, research institutes, universities, and relevant international organizations.

(2) Operation. The working group shall carry out its work under the framework of the Belt and Road Energy Partnership and shall bear the costs incurred from related activities itself.

(3) Responsibilities. The working group shall have one lead unit, responsible for taking the lead in formulating the work plan of the working group, organizing member units to jointly implement the work plan, producing cooperation outcomes, and regularly reporting the work plan, summaries, and progress on key work to our Administration. Member units should actively cooperate with the lead unit in related work and submit cooperation needs and work plans to the lead unit in a timely manner. Important issues encountered by the working group in cooperation may be submitted to our Administration for coordination and resolution based on actual circumstances.

(4) Evaluation and Promotion. Our Administration will regularly evaluate the work of the working group and update and improve the membership of the working group as appropriate. Outstanding cooperation outcomes submitted by the working group with significant promotional value will be highlighted and promoted through home-ground diplomatic events such as the Belt and Road Energy Ministerial Meeting and the Belt and Road Energy Partnership Forum, while other excellent cooperation outcomes will be showcased through the Belt and Road Energy Cooperation website and relevant energy communication media.

IV. Application Requirements

Units interested in joining the working group are requested to fill in the Intent Form for the "AI + Energy" Working Group under the Belt and Road Energy Partnership and submit the scanned copy stamped with the official seal of the unit and the editable electronic version to the International Department of the National Energy Administration (No. 46 Sanlihe Road, Xicheng District, Beijing, Postal Code: 100045) before August 31, 2026.
