SpaceX Plans $100 Billion Investment in Starship Launch Base in the US
en.Wedoany.com Reported - On August 25, SpaceX announced plans to build the Starbase Louisiana launch facility in the U.S. state of Louisiana, with an estimated investment of $100 billion. The project is located on Pecan Island in Vermilion Parish, with construction slated to begin before the end of 2027 and the first Starship launch targeted as early as 2029.

Covering approximately 125,000 acres, the project will become SpaceX's fourth launch site in the United States and the largest launch base in the company's plans. SpaceX intends to use this spaceport to increase Starship launch frequency, with the fully completed facility expected to support thousands of launches per year.
Under the current plan, the spaceport will feature five launch complexes, each equipped with two launch pads and a set of propellant storage facilities, for a total of ten launch pads. The base will also include facilities for propellant production, power generation, vehicle processing, and employee housing, forming an operational system covering reception, processing, and launch operations.
The Louisiana base will not include rocket production facilities; Starships will be transported from Texas to the new site. To support this division of labor, the project includes plans for deep-water transport facilities to handle large vehicles and related materials. SpaceX is also evaluating the possibility of building an airport, though no specific plan has been finalized.
Energy and transportation infrastructure required for high-frequency launches is also being planned in parallel. The project will require new power generation and transmission infrastructure, with SpaceX bearing the costs of new generation facilities and infrastructure upgrades serving the base. The Louisiana Department of Transportation and Development is assessing Highway 82, bridges along the route, and construction transport conditions; the specific scope of improvements and the cost-sharing arrangement between the state government and SpaceX are still being determined.
Before the above work moves into implementation, environmental, wetland, natural resource, and launch activity reviews must still be completed. SpaceX has already initiated preliminary coordination with the Louisiana Department of Wildlife and Fisheries and the Coastal Protection and Restoration Authority, and various federal, state, and local regulatory agencies will each handle relevant permit approvals. SpaceX will be required to implement compensatory measures for unavoidable wetland impacts from the project.
State-level economic incentives for the project are tied to compliance conditions such as capital investment and job creation. Louisiana Economic Development estimates the base will create 3,000 direct jobs over the next decade, with an average annual salary of approximately $92,600, and generate about 8,100 indirect jobs. SpaceX will also donate $25 million to the Community Foundation of Acadiana.
SpaceX has entered into a payment-in-lieu-of-taxes agreement with local taxing authorities, making an initial payment of $20 million and committing to at least $25 million annually for the following 25 years. The company has also joined the Source Louisiana supplier database, allowing local contractors, equipment vendors, and service providers to register and participate in future spaceport construction and supply operations. Engineering design, permit review, energy supply, and road transport planning will be key milestones before the project moves into the planned construction phase.
