China to Fully Build New-Generation Communication Network by 2030

en.Wedoany.com Reported - China's Ministry of Industry and Information Technology released the "15th Five-Year Plan" for the Development of the Information and Communication Industry on the 7th. The plan proposes that by 2030, the country will fully establish a new-generation communication network with comprehensive coverage and leading performance, accelerate the formation of an information and communication industry system that is technologically advanced and secure and controllable, and take solid steps toward the modernization of the information and communication industry.

The plan outlines 13 key indicators, including that by 2030, the revenue of the information and communication industry will reach 4.1 trillion yuan, cumulative investment in information infrastructure will hit 3.8 trillion yuan, the average annual growth rate of total telecommunications business volume will be 7%, intelligent computing power will reach 9800 EFLOPS, and the penetration rate of 5G (including 5G-A) users will reach 95%.

The plan focuses on six aspects: information infrastructure construction, the information and communication industry system, industry governance systems and effectiveness, network and data security assurance, expansion of integrated applications, and global development, proposing 26 key tasks. Specific measures include: launching 6G commercial use at an appropriate time, accelerating the construction of a nationally integrated computing network, exploring forward-looking research and ecosystem cultivation for space computing technology, promoting the integrated development of "5G + BeiDou," and orderly advancing the application of new technologies and filing of new services such as embedded SIM (eSIM) and network-free communication.

Other specific measures include: building an industry anti-fraud laboratory, supporting industry enterprises in deepening "AI + Manufacturing," continuously promoting the expansion of international internet bandwidth, accelerating the global coverage of satellite communication networks, and actively, steadily, and orderly expanding independent opening-up in the telecommunications sector.

The plan sets up 13 special sections focusing on areas such as strengthening and upgrading computing infrastructure, integrated satellite-terrestrial development, construction of an intelligent agent interconnection network, 6G technology research and development, innovative and healthy development of the platform economy, and innovative development of industrial internet applications. It also specifies the construction of 500,000 new 5G-A base stations, the promotion of direct-to-satellite mobile phone applications, the establishment of an intelligent agent network identification system, systematic research on key 6G technologies including wireless, network, and security, and the development of an emergency communication large model.

In addition, the plan requires strengthening cross-departmental coordination, ministry-province collaboration, and government-enterprise synergy, enhancing coordination among various policies and the guarantee of resource factors such as land, sea, electricity, data, and frequency, and encouraging financial institutions to increase their support.
