Peru Approves Final Concession for Orygen's 169.82MW Arenarosa Photovoltaic Project

en.Wedoany.com Reported - Peru's Ministry of Energy and Mines, through Ministerial Resolution No. 393-2026-MINEM/DM, granted Orygen Perú the final renewable energy generation concession for the Arenarosa photovoltaic power plant. The project is located in the Santiago district of Ica Province, Ica Region, with an approved rated capacity of 169.82MW. Orygen submitted its final concession application on March 10 of this year, and the Peruvian government simultaneously approved the text of Concession Contract No. 654-2026, to be signed by the Ministry of Energy and Mines on behalf of the Peruvian government with the project company. The resolution was published in the official gazette on September 19.

Arenarosa plans to install 297,930 units of 570Wp bifacial photovoltaic modules, adopt a single-axis tracking system, and configure 27 inverters. The on-site collection system voltage level is 33kV, and after power generation, the electricity will be connected to Peru's National Interconnected System SEIN through the 220kV Nueva Intermedia substation.

The project's grid connection technical and environmental approvals were completed prior to this final concession. The Economic Operation Committee of the Peruvian Power System COES approved the project's pre-operation study in September 2023, and the General Directorate of Electricity Environmental Affairs of the Ministry of Energy and Mines approved the Arenarosa Environmental Impact Statement in June 2025. With the approval of this final concession, the project has now completed the core administrative licensing steps required for renewable energy generation development.

According to the ministerial resolution, Arenarosa is subject to Peru's Electric Power Concession Law and its implementing regulations. Since the project uses renewable energy for power generation and has a capacity exceeding 500kW, it is legally required to obtain a final generation concession. The General Directorate of Electricity of the Ministry of Energy and Mines reviewed and confirmed that the project application materials comply with relevant legal and procedural requirements, and therefore approved the granting of development rights.

The currently public ministerial resolution does not specify the commercial operation date of Arenarosa. Previously, Osinergmin project information listed its expected commissioning year as 2026, but this timing was not written into this final concession resolution. The project will still need to advance engineering implementation in accordance with the concession contract, grid connection arrangements, and construction plan.
