Bihar, India Advances Investment Promotion for Mahwal Mega Leather and Footwear Industrial Park

en.Wedoany.com Reported - On September 22, the Department of Industries of the Government of Bihar, India, organized a delegation of leather, footwear, and component enterprises to visit the Mahwal Mega Leather, Footwear & Accessories Park in Muzaffarpur and held a roundtable meeting on industrial investment. Participating enterprises and institutions included Bata, Aqualite Footwear, Abros Shoes, Asian Shoes, ABC Leathers, Competence Exports, Soleworks Footwear, as well as the Footwear Design and Development Institute (FDDI) and the Indian Footwear Components Manufacturers Association (IFCOMA). This round of visits focused on the implementation of manufacturing projects, supply chain support, industrial worker training, and follow-up investment needs.

Located in the Muzaffarpur district, the Mahwal Industrial Park is implemented by the Bihar Industrial Area Development Authority (BIADA) as the project implementation entity and is a large specialized industrial cluster advanced under India's Footwear and Leather Development Programme framework. The project is planned to cover approximately 62.17 acres, providing production space for footwear, leather goods, footwear materials, and related supporting enterprises. Industrial land can be allocated through long-term leases, and standard ready-to-occupy factory buildings are also being constructed.

The park has already been equipped with Plug & Play production facilities, a human resources training center, a common facilities center, and a product display center, and industrial plots, standard factory buildings, and dedicated power infrastructure are planned. Compared with a single footwear factory project, the construction direction of Mahwal covers multiple segments including finished footwear manufacturing, footwear materials and components, leather goods, technical services, and talent training. The target investors for subsequent promotion have also expanded from finished footwear enterprises to upstream material and supporting suppliers.

During this visit, FDDI focused on assessing the park's industrial land and training conditions and discussed with the Bihar side cooperation on skills training, industrial talent cultivation, and the development of a footwear manufacturing system. IFCOMA, meanwhile, continued to advance investment communication with the local government regarding supply chain conditions after enterprises producing soles, upper materials, hardware, and other footwear components enter the park. The discussions also covered manufacturing infrastructure, labor supply, market access, and supply chain organization.

This investment promotion by Bihar is also supported by its Textile and Leather Policy 2022 and export promotion policies. The local government is using land, standard factory buildings, public infrastructure, and industrial policies to attract footwear and leather enterprises to cluster in Mahwal, forming an industrial chain configuration from components and finished product manufacturing to training and public services.

At present, enterprises participating in the visit such as Bata, Aqualite Footwear, and Abros Shoes have not yet announced formal investment decisions, investment amounts, or production capacity scales for building new factories in Mahwal. This latest milestone is mainly concentrated investment promotion for the industrial park and on-site visits by enterprises. If enterprises subsequently complete project signing, land allocation, or factory construction, the process will enter the stage of substantive manufacturing project implementation.
