Kenya's KSh 3.5 Billion Kibuye Regional Market Project Enters Tender Stage

The project involves an investment of approximately KSh 3.5 billion, funded by the Kenyan National Government through the State Department for Housing and Urban Development. The project plans to build a large three-story modern market, with on-site construction to commence after the procurement process is completed.

The State Department for Housing and Urban Development of Kenya has previously issued a tender for the financing of the Kibuye Regional Market and supporting infrastructure construction. The procurement adopts a "Build + Finance" model and is open to contractors with NCA 1 qualification. According to the official tender documents, the procuring entity is the State Department for Housing and Urban Development, bids are priced in Kenyan Shillings, and the bid validity period is 270 days after bid opening.

The Kibuye Market is located in Kisumu and is an important commodity distribution market in the Lake Victoria Basin. The local government plans to transform the existing market into a large regional trading facility. The new market main structure will adopt a three-story building design, with related supporting infrastructure to be constructed simultaneously. The funding source is clearly the State Department for Housing and Urban Development of the Kenyan National Government, and is not World Bank project funding.

The project has entered substantive procurement procedures this year. The tender number for Phase I of the Kibuye Regional Market project issued by the State Department for Housing and Urban Development in June is SDHUD/784/ONT/031/2025-26, covering the main construction of Phase I; subsequently, the construction financing procurement covering the market and supporting infrastructure was advanced. The latest milestone at this stage remains the tender and contractor selection, and the official commencement date is yet to be determined based on procurement results and subsequent contract arrangements.
