Malaysia's Quill and China Mobile International Collaborate on Green Data Centers and AI Infrastructure

The two parties will explore specific projects, cooperation models, and customer opportunities in Malaysia around green data centers, AI digital infrastructure, and related digital services. The cooperation will address infrastructure demands driven by AI workloads, cloud computing, big data, and digital applications. Quill will provide local project development, construction, and integrated project management capabilities, while China Mobile International will provide connectivity, cloud services, data center, and digital solution capabilities.

This cooperation does not limit itself to a single data center project, but instead advances subsequent implementation based on project development and customer demand. The two parties plan to jointly identify opportunities suitable for building green data centers and AI infrastructure, and evaluate potential cooperation structures, including project development, infrastructure construction, digital connectivity, and enterprise-level services. Specific projects and commercial arrangements will be subject to separate agreements following further evaluation.

Quill has experience in real estate development, construction, high-tech facilities, and data center projects in Malaysia. The company states that its data center development history in Cyberjaya dates back to 2002, with long-term participation in the construction of technology-specific facilities. Following this cooperation with China Mobile International, Quill can continue to leverage its advantages in local land development, engineering construction, and project management, and combine these capabilities with China Mobile International's network connectivity, cloud platform, and data center operational resources.

China Mobile International, in turn, can provide cross-border communications, cloud services, and digital infrastructure capabilities for relevant projects. The cooperation directions cover AI computing hosting, cloud service access, data center interconnection, and enterprise digital applications, corresponding not only to individual data center construction but also to subsequent network connectivity and digital service systems. For AI and cloud businesses, in addition to the data center itself, power and cooling systems, cross-campus and cross-border connectivity are also integral components of infrastructure.

The signing took place during the "iSolution AI Digitalisation: Align and Reconnect 2026" event held in Kuala Lumpur. The signatories were Quill Group founder Datuk Dr Jennifer Low and China Mobile International Malaysia Managing Director Adelyn Ong. After signing, the two parties will initiate discussions on project opportunities and implementation plans, and screen green data center and AI digital infrastructure projects that can be advanced based on customer demand.

Malaysia has now become one of the faster-growing data center markets in Southeast Asia. The continued increase in AI, cloud computing, and cross-border digital businesses is gradually extending data center construction from single facility development to coordination across power, network, cloud platforms, and AI infrastructure.
