Senegal Signs CFAF 88.3 Billion Digital Manufacturing Cooperation Agreement

en.Wedoany.com Reported - On October 6, Senegal's Ministry of Telecommunications and Digital Affairs signed a tripartite cooperation agreement in the capital Dakar with the African Council for Investment and Business World and Indian technology company Blue Cloud Softech Solutions, with a cooperation scale of approximately CFAF 88.3 billion (about USD 150 million). The agreement covers local manufacturing, assembly, and technology transfer of digital devices, and is part of the implementation of the eighth program of Senegal's national digitalization strategy, "Senegal Digital Factory." The program plans to build a digital device assembly complex in Diamniadio, with the goal of commencing operations in December 2026.

The Diamniadio assembly complex plans to produce computers, smartphones, and tablets, with related business scope including electronic device assembly, quality control, accessory supply, product certification, and intellectual property management. The tripartite agreement also involves technology transfer and training of local technical personnel. The project has not yet disclosed the designed annual output of each type of device, the specific number of production lines, the equipment procurement list, or the factory building area.

Roger Thiam, Senegal's head of digital economy and cooperation affairs, introduced at the signing event that the country imports approximately CFAF 419 billion worth of computers and related information technology equipment each year. Under the cooperation arrangement, the African Council for Investment and Business World will participate in raising private capital and building an industrial cooperation network, while Blue Cloud Softech Solutions plans to provide technical solutions and participate in local enterprise innovation, electronic equipment production, and digital technology development.

The program plans to involve approximately 200 local startups, covering product development, electronic equipment manufacturing, and application of technological achievements. The Senegalese government has incorporated local production of digital devices into its national digital transformation arrangements, advancing it alongside digital technology training and enterprise innovation projects. This agreement announces the overall cooperation scale of the digital factory program, but has not separately specified the construction investment amount, actual fund disbursement progress, or engineering contracting contracts for the Diamniadio assembly facility.
