en.Wedoany.com Reported - On October 12, Dutch AI cloud service company Nebius signed a capacity usage letter of intent with data center developer VOLT. Nebius intends to lease part of the computing capacity of the AI Gigafactory project at the Port of Rotterdam on a long-term basis, becoming the project's first intended customer. The project is planned to comprise six data center buildings in total, with an IT capacity of 600MW; Phase I is planned to include two data centers of 100MW each, with an estimated investment of approximately EUR 7 billion, of which EUR 2.5 billion is for buildings and infrastructure and EUR 4.5 billion is for AI computing hardware.

Under the cooperation arrangement, VOLT is responsible for data center building development, engineering construction, and AI chip equipment deployment, while Nebius plans to use the corresponding computing resources on a long-term basis to provide computing power for its cloud computing business. The letter of intent signed by the two parties covers a relatively large share of the project's planned capacity, and the specific scale of use has not yet been quantified in public reports.

The data center is located in the Maasvlakte area of the Port of Rotterdam. VOLT plans to use local offshore wind power grid connection conditions to supply power to the facility, reducing the large-scale computing facility's dependence on the inland transmission network. The project's current construction plan includes six buildings, with two prioritized in Phase I, and the entire campus is to be developed in phases.

VOLT previously proposed the AI data center development plan in April 2026, with an initial planned capacity of up to 800MW, and the plan disclosed in October was adjusted to 600MW. The project developer plans to advance financing and construction permitting work, with the goal of starting construction in 2028. Nebius's cooperation intention this time corresponds to a customer capacity usage arrangement and does not change the project's current planning and development stage.
