UK Nuclear Regulator Launches Digital Reporting System for Radioactive Material Transport Incidents
en.Wedoany.com Reported - On 3 November, the UK Office for Nuclear Regulation (ONR) officially launched a digital reporting function for radioactive material transport incidents, adding a dedicated incident report entry to the existing ONR Dutyholder Portal. The new system applies to radioactive material transport incidents under the Carriage of Dangerous Goods and Use of Transportable Pressure Equipment Regulations 2009 (CDG09), allowing relevant transport dutyholders to submit incident information directly to the regulator via the online platform, transitioning the process previously reliant mainly on email reporting to digital processing.

The new function is available to both registered and unregistered transport dutyholders. Registered users can access the transport incident reporting interface through the "Incidents" section after logging into the portal; unregistered users can submit information directly via the dedicated transport incident entry newly added to the portal homepage without needing to create an account in advance.
For transport dutyholders unable to access the digital portal, ONR continues to retain the existing email reporting channel. Relevant companies can complete the incident notification form INF 1 and send it to the regulator's designated incident reporting mailbox to fulfil the required reporting procedures.
The system covers radioactive material transport incidents for which ONR serves as the competent authority under CDG09. The relevant regulatory scope includes Class 7 dangerous goods transported by road, rail and inland waterways within the UK, involving transport activities such as nuclear fuel, radioactive isotopes and industrial radioactive sources.
Under ONR's current incident reporting procedures, radioactive material transport incidents are categorised by the nature and severity of the event. Radiological emergencies, theft or loss of radioactive material during transport, unintended release of radioactive material and impairment of packaging safety performance must be reported immediately; general transport non-compliance, significant safety concerns that have not caused actual harm, and unexpected discovery of radioactive material in consignments are subject to other specified reporting timeframes.
ONR has concurrently updated the incident notification guidance on its official website, designating the Dutyholder Portal as the preferred channel for incident notification and follow-up reporting. For incidents requiring supplementary investigation results, dutyholders can submit follow-up reports through the portal; companies unable to use the portal may still submit via email using the prescribed forms.
