EHang Partners With Allur Group on EVTOL Deployment in Kazakhstan, Central Asia

Wedoany.com Report-Sept. 16, EHang, a Chinese urban air mobility (UAM) technology company, announced on September 15 through its WeChat account that it has signed a memorandum of understanding (MoU) with Kazakhstan’s Group of Companies Allur JSC (Allur Group). The agreement outlines broad cooperation in areas such as ecosystem development, aircraft deployment, commercial operations, localized industrialization, and the establishment of industry standards. The goal is to accelerate the development of Kazakhstan’s low-altitude economy and extend progress into the broader Central Asian region.

As part of the agreement, both companies will advance procurement of EHang’s EH216 series and pursue type certification for the EH216-S in Kazakhstan. Allur Group has committed to purchasing 50 EH216 eVTOL aircraft in phases. The first batch includes 10 EH216-S passenger models and 10 EH216-L logistics models, which will be integrated into a planned urban air mobility operations hub in Kazakhstan. This hub, the first of its kind in Central Asia, will serve as a platform for routine flight services, operator and engineer training, as well as certification testing. The data and expertise developed will help lay the foundation for large-scale commercial operations.

The cooperation will cover multiple applications, including passenger transport, cargo logistics, and emergency response. By combining EHang’s eVTOL technology and international project experience with Allur’s regional presence, the partnership aims to drive wider adoption of low-altitude aviation in Kazakhstan and neighboring areas.

The MoU also includes a provision to explore the establishment of a local assembly plant with an annual capacity of up to 200 aircraft. If implemented, this would represent the first eVTOL manufacturing base in Central Asia, supporting not only Kazakhstan but also surrounding countries. Alongside production, EHang plans to help attract suppliers of essential components such as electric motors, batteries, and aerospace materials, contributing to the creation of a complete UAM value chain in the region.

Through this collaboration, both sides envision advancing Kazakhstan’s capabilities in the low-altitude economy while creating opportunities for technology transfer, industrial growth, and employment. The integration of EHang’s EH216-S passenger models and EH216-L logistics aircraft into Kazakhstan’s aviation ecosystem will showcase practical applications in urban mobility and logistics, setting a precedent for future regional expansion.

The initiative underscores how international partnerships can play a role in accelerating innovation in emerging markets. By building infrastructure, promoting industrial participation, and encouraging ecosystem growth, the EHang–Allur cooperation highlights the potential of UAM technologies to transform transportation in Central Asia.
