Jacobs Team to Design and Build $600M Arizona Highway

Wedoany.com Report-Oct. 21, Jacobs has been appointed as the design contractor and Sundt Construction as the builder for the expansion of Interstate 10 in Tucson, Arizona, marking the largest highway construction project in southern Arizona. The $600 million Kino to Country Club project, commissioned by the Arizona Department of Transportation (ADOT), aims to enhance traffic flow, improve safety, and strengthen connectivity between major highways and local roads.

The project covers a 4.8-kilometer stretch of I-10, which will be widened in both directions. It also includes the reconstruction and removal of several existing interchanges to reduce congestion and improve access within the Tucson area. Once completed, the expansion is expected to significantly enhance mobility across southern Arizona and support regional growth.

Galina Leiphart, Jacobs Transportation’s Market Growth Director for the west-central region, said: “The Kino to Country Club Road program is a pioneering effort and will bring best practices in alternative program delivery to Arizona. Working with the Arizona Department of Transportation and Sundt as our design-build partner, we’ll deliver a safer, more efficient transportation system that supports growth and connectivity across Arizona and improves traffic flow and safety in the local Tucson community.”

The Kino to Country Club expansion is the first major initiative under ADOT’s Interstate 10 and State Route 210 Transportation Design Concept Report, which was completed in 2020. The report outlined long-term strategies for improving one of the state’s most vital transport corridors to accommodate rising population and freight demands.

Construction on the project began in June 2025 and is scheduled for completion in 2028. The work will include not only widening of roadways but also upgrades to bridges, drainage systems, and interchanges to enhance efficiency and safety. ADOT has emphasized that maintaining traffic flow during construction is a key priority, with phased construction plans and temporary detours designed to minimize disruption for commuters and businesses.

The expansion project forms part of Arizona’s broader investment in modernizing its transportation network, improving mobility between key economic centers, and supporting future development. Jacobs and Sundt Construction will apply integrated design-build methods aimed at accelerating delivery and ensuring high-quality engineering standards.

Upon completion, the upgraded section of I-10 is expected to serve as a critical transportation link connecting southern Arizona with major interstate routes, supporting local and regional economic activity, and improving travel reliability for both freight and passenger vehicles.
