Wedoany.com Report-Oct. 21, The Canada-Nova Scotia Offshore Energy Regulator (CNSOER) has launched two initiatives—Call for Information NS25-1R and Pre-qualification NS25-1R—covering the period from 16 October 2025 to 13 January 2026. These initiatives mark another step toward the formal development of offshore wind energy in the Canada-Nova Scotia offshore area.
The launch follows a joint Strategic Direction received on 18 September 2025 from the governments of Canada and Nova Scotia, which instructed the regulator to begin preparations for a future Call for Bids. This process is part of a broader effort to establish a structured framework for offshore renewable energy projects.
The Call for Information NS25-1R invites feedback on the Strategic Direction letter and other related topics detailed in the online submission form. The regulator emphasized that it welcomes contributions from Indigenous groups and rights holders, the fishing industry, businesses, government bodies, the public, and other interested stakeholders.
Feedback is being sought on several key areas, including the Wind Energy Areas currently under consideration, potential locations for project parcels, evaluation criteria for assessing future bids, and potential draft terms and conditions for submerged land licences. The regulator aims to use this information to refine the upcoming Call for Bids and ensure that it reflects a wide range of perspectives and local considerations.
In parallel, the Pre-qualification NS25-1R process is open to companies seeking to demonstrate their eligibility to participate in the future bidding round. Interested participants are required to submit information through an online form showing how they meet the pre-qualification criteria established by the regulator.
Only those companies that successfully complete the pre-qualification stage will be permitted to participate in the forthcoming offshore wind auction. This step is intended to ensure that all bidders have the technical and financial capacity to undertake offshore wind projects responsibly and in accordance with regulatory requirements.
According to the CNSOER, these processes represent an important phase in advancing Nova Scotia’s offshore wind development under Canada’s Offshore Renewable Energy Land Tenure framework. The regulator noted that the information gathered will support transparent and efficient management of offshore resources while promoting collaboration among government, industry, and communities.
By aligning the Call for Information and Pre-qualification processes, the regulator seeks to build a strong foundation for future offshore wind investments and contribute to long-term renewable energy goals in the Atlantic region.
