Wedoany.com Report-Oct. 25, Hackney Council in east London has announced a tender for a design-and-build contractor to develop over 300 homes on underutilized sites within the De Beauvoir Estate. The project, part of the borough’s Housing Supply Programme, aims to deliver up to 341 mixed-tenure homes across ten plots, with completion expected over a four-year period starting in September 2026. The contract, valued at £150 million excluding VAT, will utilize a JCT 2024 Pre-Construction Services Agreement (PCSA) contract, with specific amendments.

The selected contractor will oversee design development to RIBA Stage 4, ensure regulatory compliance, submit a Section 73 planning application, and prepare the Building Safety Act Gateway 2 pack. The procurement process will follow a two-stage competitive flexible procedure under the Procurement Act 2023, shortlisting up to five suppliers. Interested parties must submit requests to participate by November 21, 2025.

The development will include a mix of housing types, with approximately 45% designated as affordable housing, including 90 homes for social rent. These social rent units will prioritize households on the borough’s waiting list, with preference given to current De Beauvoir Estate residents. Hackney Council’s in-house team, Hackney Sales, will manage the marketing of shared ownership and private sale homes, ensuring a streamlined approach to allocation.

The project is divided into two phases. Phase one will deliver around 189 homes across five sites, while phase two will construct approximately 120 homes in four new buildings. The initiative also includes enhancements to public spaces and estate pathways, improving accessibility and the overall environment for residents. To facilitate the development, several structures will be demolished, including two depots, Trinity Court, and neighborhood offices.
