Project Background and Construction ScaleBuilding Function: New construction of a Class N III garage, vehicle and mechanical equipment maintenance workshop, and open-air technical equipment parking area.

Building Class: Class N III – Under Lithuanian building classification, an auxiliary technical building for non-industrial use with higher technical requirements, suitable for centralized storage and routine maintenance of special vehicles, engineering machinery, and utility equipment.

Site Location: Dariaus ir Girėno g. 144, Radviliškis

Land Use: Public infrastructure service land, falling under national infrastructure management.

Anticipated Construction Goal: To establish a regional technical equipment support base integrating parking, maintenance, dispatch, and technical support.

BIM Application Depth Requirements:

Design Phase: LOD 350 or higher, including full-discipline modeling for architecture, structure, plumbing and drainage, HVAC, electrical, fire protection, low-voltage systems, outdoor pipelines, and site layout.

Construction Phase: Construction simulation, clash detection, automatic quantity take-off, 4D schedule linking.

Operation and Maintenance Preparation: As-built model to contain operational data fields such as equipment parameters, maintenance cycles, supplier information, supporting CAFM system integration.

BIM Delivery Format: Native model files (preferably Revit or ArchiCAD) + IFC version 4.0 or higher universal format.

BIM Collaboration Platform: Bidders must specify the intended Common Data Environment, supporting multi-party collaboration, version control, and permission management.

Architectural and Functional Technical RequirementsGarage Section:

Enclosed, insulated, heated building.

Clear height not less than 4.5 meters, accommodating medium-sized buses, trucks, and engineering machinery entry/exit.

Equipped with electric roller shutters, mechanical ventilation, CO concentration monitoring, automatic sprinkler system.

Charging facility provision: No less than 20% of parking spaces to have pre-installed interfaces for electric vehicle charging piles.

Maintenance Workshop:

At least 2 maintenance pits, 1 overhead crane (lifting capacity not less than 5 tons).

Parts storage, tool room, compressed air system, welding area, tire service area.

Floor to use oil-resistant, anti-slip, high-load industrial flooring.

Includes hazardous materials temporary storage room (waste oil, used batteries, etc.), meeting environmental isolation requirements.

Open-Air Technical Equipment Parking Area:

Hardened surface, load-bearing class not less than D400.

Fencing, lighting, video surveillance system.

Provision for mobile maintenance power interfaces, cleaning area water supply and drainage interfaces.

Site Engineering:

Internal Roads: Two-way lanes, turning radius to accommodate large vehicle passage.

Rainwater collection and drainage system: Including oil-water separator.

Greenery Ratio: Not less than local Lithuanian planning requirements.
