Bouygues UK Completes Phase One of Tustin Estate Construction Project in London

Wedoany.com Report on Mar 19th, Bouygues UK recently announced the completion of Phase One construction for the Tustin Estate redevelopment project, a collaboration with the London Borough of Southwark. Acting as both developer and contractor, the company has delivered 167 new homes for existing residents of the 1960s-era estate near Old Kent Road. This construction milestone marks the first phase of a £303 million plan, with the overall project aiming to deliver 690 homes by 2030.

The construction plan was shaped by a resident ballot in February 2021, where the community voted in favour of comprehensive renewal. The plan was refined through ongoing resident involvement via the Tustin Residents Project Team and extensive consultation. The new homes, designed by dRMM in collaboration with Adam Khan Architects and JA Projects, are spread across three sites, with a design focus on energy performance and livability. Features include highly insulated building fabric, connection to a local waste-to-energy district heating network, improved landscaping, and modern layouts tailored to residents' needs. The overarching construction goal is to reduce operational carbon emissions by 94%.

David Banfield, Senior Project Manager at Pulse Consult, responsible for planning and programming Phase One, said: "From the outset, this project was built on collaboration with the community and a genuine understanding of its needs. We established clear workflows to keep the construction process efficient while remaining flexible to adapt to changing requirements, always keeping the end-user at the centre. Continuous communication has been key—between the project team, the borough council, and especially the local community—to ensure everyone is informed and involved."

Next, Phase Two, which will deliver 284 homes and is also being developed and built by Bouygues UK, is now in planning. Upon completion of the construction, the estate will comprise 355 social rent homes, 98 key worker homes, 17 homes for leaseholders returning, and 220 homes for market rent. The project will also include a new pavilion building for a primary school, at least 1,800 sq m of commercial space, expanded public areas, and extensive landscaping. This project is the first major development procured through Pagabo's Developer Led Framework.
