In his keynote speech titled "Breaking the Deadlock and Restructuring: The Path to High-Quality, High-Return Wind Power Projects in the 15th Five-Year Plan", Wu Baoxin addressed challenges such as the reduction of high-quality wind resources and declining electricity prices, proposing that the trend towards larger wind turbines is the future direction. He emphasized the need to ensure project expected returns by focusing on five key areas: improving planning rationality, enhancing assessment accuracy, optimizing turbine model compatibility, reducing the levelized cost of electricity, and strengthening forecasting capabilities.

Wu Baoxin pointed out: "Due to the extreme difficulty in predicting time-of-use electricity prices in market-based trading, LCOE (Levelized Cost of Electricity) remains the core indicator for evaluating project profitability." He suggested that, based on considering boundary conditions such as curtailment rates, LCOE can be reduced by increasing rotor diameter and unit capacity. This lifecycle perspective solution provides ideas for the industry to address the challenges of the "15th Five-Year Plan" period.

The forum provided a platform for the wind power industry to build consensus in the inaugural year of the "15th Five-Year Plan".
