en.Wedoany.com Reported - On May 18, the "Launching the '15th Five-Year Plan'" Shanghai special press conference was held. Gong Zheng, Mayor of Shanghai, China, proposed that facing the "15th Five-Year Plan" period, Shanghai will make greater efforts to empower the development of ten hundred-billion-level core industrial clusters, including integrated circuits and artificial intelligence, and continue to push for breakthroughs in key aspects of market-based allocation of factors such as cross-border capital and international talent recruitment.

Gong Zheng particularly emphasized the need to make good use of the legislative authorization of the Pudong New Area regulations, using the rule of law to better assist Pudong in bold experimentation, bold exploration, and independent reform. According to Shanghai's economic performance data for the first quarter released on April 22, the manufacturing output value of the three pioneering industries increased by 16.1% year-on-year, with integrated circuit manufacturing output value growing by 21.3% and artificial intelligence manufacturing output value growing by 19.2%, both significantly higher than the city's total industrial output value growth rate of 5.6% for enterprises above designated size.

Integrated circuits are one of Shanghai's most pioneering industries, having formed a complete industrial chain from high-end chip design, advanced processes, packaging and testing, to core equipment and key component materials. The scale of Pudong's integrated circuit industry reached 362.9 billion yuan in 2025, a year-on-year increase of 23.11%, accounting for nearly three-quarters of Shanghai's total and over one-fifth of the national total. The city has gathered over 1,200 integrated circuit enterprises, with approximately 40% of the nation's integrated circuit talent concentrated in Shanghai. Last year, the entire industry's scale approached 490 billion yuan.

The artificial intelligence sector is similarly showing a trend of high-concentration clustering. Shanghai has gathered about 300,000 AI talents, accounting for one-third of the national total. Xuhui's "Model Speed Space" was selected as one of the first batch of 14 national excellent-level incubators, and together with industrial clusters like Pudong's "Model Power Community," it hosts nearly 1,000 AI enterprises, with 50 large model products having passed safety assessment filing or registration. The "Smart Network Shanghai" action plan released by the Shanghai Communications Administration in February this year proposes that by the end of 2028, Shanghai will be the first in the nation to reach L4 high-level autonomous network capabilities, with intelligent terminals such as AI cloud phones, AI glasses, and 5G-A vehicle-mounted terminals achieving large-scale connectivity. The city's intelligent computing scale has exceeded 120,000 PFLOPS, and the intelligent computing industry has gathered a group of high-quality enterprises in intelligent computing chips, optical communications, high-speed switches, and intelligent computing servers.

The "Shanghai Three-Year Action Plan to Support the Transformation and Upgrading of Advanced Manufacturing (2026-2028)" clearly states support for integrated circuit enterprises to achieve breakthroughs across the entire industrial chain targeting equipment, advanced processes, photoresist materials, and 3D packaging, deepening full-stack AI innovation, and accelerating the development of high-performance intelligent computing chips. Shanghai is simultaneously implementing "Computing Power Voucher" and "Model Voucher" policies to reduce the costs of AI research and development and application for enterprises.

Facing more cutting-edge industrial directions, Shanghai has formulated cultivation plans for future industries such as brain-computer interfaces, quantum computing, silicon photonics, and 6G. From basic chips to upper-layer AI applications, from the leap in existing industrial scale to the layout of cutting-edge communication technology, a complete ICT industry upgrade path covering integrated circuit design and manufacturing, intelligent computing infrastructure, large model applications, and next-generation communication technology is rapidly unfolding in Shanghai.
