To the competent departments of industry and information technology, transport, state-owned assets supervision and administration, energy, and science, technology and industry for national defense of all provinces, autonomous regions, municipalities directly under the Central Government, cities with independent planning status, and the Xinjiang Production and Construction Corps; the communications administrations of all provinces, autonomous regions, and municipalities directly under the Central Government; and all relevant enterprises:

To fully implement the decisions and deployments of the Party Central Committee and the State Council on "expanding the large-scale application of 5G and accelerating the innovative development of the Industrial Internet," thoroughly implement the "Implementation Plan for Creating an Upgraded Version of the '5G + Industrial Internet' 512 Project," continuously accelerate the integrated innovation of "5G + Industrial Internet," and further meet the management needs of special industry sectors and large/very large enterprises regarding information and communication networks and key production data, it is hereby decided to orderly launch pilots for industrial 5G independent private networks. The relevant matters are notified as follows:

I. General Requirements

An industrial 5G independent private network (hereinafter referred to as "independent private network") refers to an enterprise-exclusive 5G network where key facilities such as the access network and core network are primarily built by the industrial enterprise and can operate independently without relying on public networks.

Following the principles of "unified planning, selecting the best and strongest, safety and reliability, intensive efficiency, and gradual progress," support will be given to large and very large enterprises in sectors such as raw materials, equipment manufacturing, consumer goods, electronic information, defense science and technology, and energy and transportation to build independent private networks. Cities piloting the integrated application of "5G + Industrial Internet" are encouraged to take the lead in constructing independent private networks. II. Pilot Content

(1) Deploying Infrastructure

Deploy independent private network infrastructure such as 5G base stations, core networks, and edge computing systems within the pilot area. Integrate and network on demand with new industrial network technologies such as industrial optical networks, industrial Ethernet, Time-Sensitive Networking (TSN), and Single Pair Ethernet (SPE). Carry out equipment and system networking upgrades in key links such as data collection, production control, and operation and maintenance management to support network interconnection, data interoperability, and information interoperation within the pilot area.

III. Application and Approval Procedures

(1) Applicants

Industrial enterprises or industry enterprises registered within the territory of the People's Republic of China with independent legal personality, or consortia composed of industrial enterprises, industry enterprises, basic telecommunications enterprises, equipment suppliers, solution providers, etc.

(2) Application Conditions

1. The applicant must have sound economic strength and good financial status.

2. The applicant must have a strong industrial leadership position and technological integration innovation capability, a clear application direction for "5G + Industrial Internet", the need and plan for building an independent private network, and the technologies, products, and solutions adopted must ensure security and controllability.

3. If the applicant is a consortium, a cooperation agreement signed by all parties of the consortium must be provided, specifying the work and responsibilities to be undertaken by each party.

4. If the applicant involves subsidiaries or branches of central or state-owned enterprises, relevant certification materials as a subsidiary or branch, as well as written recommendation materials from the parent central or state-owned enterprise, must be provided.

5. The applicant must not have had any major or above production safety accidents in the past three years.

(3) Approval Procedures

1. Pilot Application. Applicants fill in the "5G + Industrial Internet" Development Management Platform (https://5gii.aii-alliance.org/snpn) online, export the "Industrial 5G Independent Private Network Pilot Application Form" (Annex 1) and the "Industrial 5G Independent Private Network Pilot Construction Plan" (Annex 2), and submit the printed and sealed paper application materials (five copies) to the local Communications Administration.

2. Merit-based Recommendation. The local Communications Administration, in conjunction with the competent department of industry and information technology (for projects involving military units, the local Communications Administration, together with the competent departments of industry and information technology and defense science, technology and industry), will recommend projects based on merit and submit the application form, construction plan (five paper copies), and an electronic CD to the MIIT (Information and Communications Administration Bureau).

3. Pilot Approval. The MIIT, together with the Ministry of Transport, the State-owned Assets Supervision and Administration Commission of the State Council, the National Energy Administration, and the State Administration of Science, Technology and Industry for National Defense, will review the application materials, organize expert evaluation and demonstration, and issue approval for qualified applicants to carry out the pilot.

IV. Pilot Management

1. The MIIT will coordinate pilot project applications, strengthen pilot supervision and management, conduct timely research and spot checks, and organize end-of-term evaluations.

2. As the local telecommunications regulatory body, the local Communications Administration, in conjunction with the competent department of industry and information technology, will establish management and guarantee mechanisms, handle tasks such as recommending local enterprise applications, organizing implementation, and supervising management, and report relevant situations in a timely manner. Pilot entities must not engage in telecommunications business operations without the approval of the competent authority.

3. To ensure the safety of frequency use, pilot entities must, according to relevant requirements, obtain a radio frequency use permit through research and demonstration by the radio regulatory agency. When basic telecommunications enterprises use 5G public mobile communication frequencies for independent private network pilots, they must carry out network construction and frequency use in accordance with national radio management requirements. For enterprises that have already obtained a license for 5G industrial dedicated network trial frequencies, when conducting independent private network pilots, the pilot entity, pilot area, frequency range, and other content must be consistent with the relevant requirements of the frequency use permit.

4. Pilot entities that have received approval and involve military units must adhere to the requirements of synchronous planning, synchronous construction, and synchronous use of network security, and systematically organize construction work in accordance with current standards and specifications for network security and security confidentiality.

5. The pilot period is two years after approval. Pilot entities must promptly report major issues during the pilot construction and submit a construction progress report after one year. Upon completion of the pilot period and project construction, a pilot summary report must be submitted. 6. If an approved pilot entity has serious illegal or non-compliant issues, the MIIT may revoke the pilot qualification in accordance with laws and regulations.
