Norway's NGI and Japan's OYO Sign Offshore Wind Cooperation Agreement

The agreement was signed on June 3 at the Japan-Norway Ocean Future Forum in Tokyo by Noel Boylan, Managing Director of NGI Perth, and Tsukasa Endo, Executive Officer of OYO's Energy Business Unit. Under the MoU, the two organizations will jointly carry out offshore wind projects in Japan, combining OYO's experience in offshore site investigations and local market knowledge with NGI's expertise in offshore geotechnical engineering and design. Areas of collaboration include site characterization, seismic and geohazard assessments, advanced laboratory testing, and foundation design for offshore wind projects, including floating wind development. The parties also plan to conduct joint research activities and publish findings.
According to NGI, the agreement formalizes an existing working relationship, with both organizations already preparing to undertake joint projects in the coming months. The collaboration involves exchanges between the technical teams of both parties. Following NGI's recent visit to Japan, OYO plans to reciprocate by visiting NGI's office and laboratory facilities in Perth. Noel Boylan, Managing Director of NGI Perth, stated that NGI and OYO have established a strong working relationship, and this MoU formalizes the cooperation they wish to deepen.
Founded in 1954, OYO is one of Japan's largest geoscience and geotechnical engineering consulting firms and has been involved in site investigation work for Japan's offshore wind sector. NGI noted that as the two companies explore more opportunities in offshore wind and related fields, this partnership may expand beyond Japan in the future.
