The discussions focused on expanding collaboration in emerging technologies and advancing shared priorities for Africa's digital future.
Egypt's Minister of Communications and Information Technology, Raafat Hendy, met with Rwanda's Minister of Information and Communication Technology and Innovation, Paula Ingabire, in Cairo. Rwanda's Ambassador to Egypt, CG Dan Munyuza, also attended the meeting. The two sides discussed developing a responsible and inclusive shared framework for artificial intelligence in Africa, ensuring that AI systems align with the development needs of the entire continent.
The two ministers also explored the possibility of implementing AI-driven pilot projects in areas such as healthcare, agriculture, local language technologies, and government services. These projects aim to demonstrate tangible, measurable outcomes of AI in improving public services and socio-economic development. Both sides agreed on the importance of formalizing cooperation through a Memorandum of Understanding (MoU) to provide a long-term framework for collaboration in the field of information and communication technology.
The talks also covered strengthening cooperation between government agencies, universities, research institutions, and innovation centers in both countries. The Egypt University of Informatics (EUI), the Applied Innovation Center (AIC), and the Information Technology Institute (ITI) were highlighted as key institutions playing a central role in developing digital skills and supporting innovation.
Minister Hendy reaffirmed Egypt's commitment to supporting AI and digital transformation cooperation in Africa, citing the country's active role in the African Union's AI Working Group and its contributions to continental initiatives such as the African AI Council under Smart Africa. He also emphasized Egypt's national AI strategy, which aims to expand the application of AI across multiple sectors while cultivating specialized talent to support the digital economy. Minister Ingabire, in turn, reiterated Rwanda's commitment to deepening cooperation, emphasizing that AI, digital transformation, and digital skills development are key drivers of sustainable development. Both sides also agreed to enhance coordination on regional and international platforms for AI governance to form a unified African stance on new technology policy issues.
