(AMSAC), the Peruvian state mining company, has launched the first public auction for the Quiulacocha project, aiming to mobilize specialized private investment to jointly address one of the country's most significant and long-standing mining environmental legacies located in Cerro de Pasco. The initiative seeks to transform a persistent environmental issue into an opportunity for environmental remediation and regional development.

Under the auction mechanism, AMSAC will promote the economic reuse of waste accumulated in the Quiulacocha tailings pond. Private operators must bear all accounts, costs, risks, and liabilities associated with project development, and fulfill the environmental, social, technical, and legal obligations stipulated in the foundational documents of the process.
Dante Aguilar, General Manager of AMSAC, stated that the Quiulacocha project demonstrates that through a combination of state participation and private investment, innovative solutions can address historical environmental legacies, with the goal of establishing an orderly pathway to reduce environmental risks, mobilize resources, and bring tangible benefits to Cerro de Pasco.
AMSAC explicitly noted that this auction does not imply the state's abandonment of its remediation responsibilities. AMSAC will continue to fulfill its institutional oversight and control functions. The winning bidder must obtain permits, develop environmental management tools, provide guarantees, and meet other requirements stipulated by current regulations in accordance with the law.
According to AMSAC, the Quiulacocha project is expected to serve as a national precedent, demonstrating how mining environmental legacies can be transformed into opportunities for environmental restoration, sustainable development, and regional progress, while generating investment, employment, and welfare for communities in the affected area.
