en.Wedoany.com Reported - Italy's National Resident Population Registry (ANPR) has opened an automated data interface, allowing public administrations and public service operators to directly access citizens' residency information. This initiative aims to implement the EU's "once-only" principle, streamlining bureaucratic processes at the source, reducing red tape, and improving service efficiency.

Data exchange is conducted through the National Digital Data Platform (PDND), which ensures secure and standardized information sharing between institutions. This automated access consolidates and expands the existing interoperability model, enabling public bodies to directly consult ANPR data, which is continuously updated by municipalities, under legally prescribed circumstances. It should be noted that despite the data interoperability between institutions, according to the law (Article 40 of Presidential Decree No. 445 of December 28, 2000), residency certificates downloaded by citizens themselves are still not permitted to be presented to public administrations or private public service operators.
This achievement was realized jointly by the Italian Ministry of the Interior, the Department for Digital Transformation of the Presidency of the Council of Ministers, and the technical operator Sogei, which is responsible for the maintenance, evolution, and operation of the ANPR platform. With the new system, administrative bodies can directly retrieve the latest residency information from the data source, eliminating redundant steps such as requiring citizens to provide self-declarations, reducing the risk of information inconsistencies, lowering administrative costs, and accelerating the delivery of public services.
The responsibility framework remains unchanged. The administrative bodies accessing the data remain independent data controllers and must ensure the legality of access, comply with the principles of relevance and proportionality, and adopt appropriate security measures. As the data controller of the ANPR database, the Ministry of the Interior will monitor data access activities through the PDND. Any abnormal usage detected will prompt notifications to the relevant bodies for verification; failure to verify may result in the suspension of access services.
Administrative bodies and operators using this service must join the PDND and select the digital services offered by ANPR. Specific operational procedures have been published in the technical section of the ANPR portal. This reform marks a new phase in the digitalization of public administration, with the core goal of achieving a substantial impact on internal organizational structures and service quality through less paperwork, shorter waiting times, and higher operational efficiency.
