The project aims to separate private vehicles from commercial vehicles, more than doubling the airport's capacity for drop-offs and pick-ups, thereby ending the congested arrival and departure lanes that travelers have used for over 50 years.

The new road network will also free up existing land for the AUD 4.5 billion expansion of the forecourt of Melbourne Airport's international terminal. Located within the T123 multi-level car park, the T123 transport hub will become the sole pick-up and drop-off point for all passengers traveling with Qantas, Virgin Australia, and all international flights, featuring new rapid ramps connecting the Tullamarine Freeway to the hub. The project will reduce traffic congestion, create more space for greetings and farewells, and enable the airport to expand the international terminal toward the forecourt. Argus noted that the existing road network can no longer cope with projected passenger growth, with traffic models showing that without the project, passengers would face an additional 28 minutes of waiting during peak periods by 2029. The October opening was deliberately scheduled to avoid the busy school holiday and football final periods, with plans to give travelers several months to adapt to the changes before the Christmas peak. The ongoing on-site trials aim to ensure the transport hub and its connecting road network operate smoothly before official launch. The testing phase will help the airport tailor services to the needs of different passengers.
