The total investment in the project amounts to 275.6 million rubles. Once completed, it will become Russia's first fully localized manufacturing enterprise dedicated to producing hail nets for horticultural growers. Hail nets provide protection against hail, sunburn, and spring frost damage for fruit trees and vineyards, making them in high demand for the cultivation of apples, pears, cherries, sweet cherries, grapes, and berry crops. The factory's products will replace imported counterparts, targeting at least 30% of the Russian market share.

To achieve production, the company will procure extrusion lines and weaving machines, consolidating the entire production chain—from filament manufacturing to finished rolled goods—within a single facility. The products utilize twisted weaving technology, making the nets strong and durable, meeting the requirements of modern intensive horticulture.

The company plans to advance the project using concessional loans from the Federal Industrial Development Fund. It has already received approval from the fund's expert committee and is currently preparing pre-contract documentation. The Rostov Region government will support the project within the framework of federal and regional laws. Production is expected to commence in 2027, creating over a dozen jobs.

Yuri Slyusar stated that mastering hail net production aims to address import substitution issues and meet current agricultural needs. He considers hail nets an important opportunity for developing high-intensity horticulture projects and cultivating vegetables and fruits, noting that such products are in demand both in the Rostov Region and across the country.

The meeting also reviewed the current status and plans of Kamenskvolokno. Board Chairman Vladimir Lakunin presented progress on new projects, notably the "artificial turf" product, which has completed commissioning and started testing. This synthetic turf is in demand for landscaping, golf, and sports such as football. Kamenskvolokno is a leading chemical fiber producer in southern Russia, with products covering agriculture, the textile industry, and various aspects of daily life.
