en.Wedoany.com Reported - The Guizhou Pannan Low-Calorific-Value Coal Power Generation Project, invested and constructed by PowerChina, has achieved dual-unit commissioning. It is the world's largest-capacity high-efficiency ultra-supercritical circulating fluidized bed (CFB) power plant without an external bed.

At 24:00 on July 6, Unit 2 of the project completed a 168-hour full-load trial operation, marking the official entry of the project into the commercial operation phase. Located in Liupanshui City, Guizhou Province, the project has a total installed capacity of 1,320 MW. It is invested and operated by PowerChina's subsidiary, Zhongdianjian Electric Power Investment Group Co., Ltd., and features two 660 MW high-efficiency ultra-supercritical CFB generating units.

The project's units adopt high-efficiency ultra-supercritical CFB clean coal combustion technology, using low-calorific-value coal such as coal slime and coal gangue as the primary fuel. It consumes over 3.6 million tons of coal slime and coal gangue annually, with a co-firing ratio reaching 70%. Through five innovation centers, six leading technologies in China, seven original and pioneering technologies, and on-site distributed photovoltaics, the project achieves intelligent and smart management and control of the entire plant, full utilization of waste heat and steam, multi-energy complementarity, and green and low-carbon operation. It possesses capabilities for efficient regulation, start-stop peak shaving, pressure-maintaining peak shaving, and deep peak shaving at 20% of rated load.

Full-scale construction of the project began in May 2024, spanning 25 months and 782 days. Through measures such as standardized construction, refined management, scientific coordination, and integrated management, the project overcame construction difficulties in the Wumeng Mountain area, including rugged terrain, complex geology, and frequent fog and rain. It achieved the topping-out of six landmark structures—including the chimney, cooling tower, boiler house, and main powerhouse—and the one-time success of 62 key milestones, such as auxiliary power energization, boiler hydraulic pressure test, boiler ignition, steam turbine run-up, and first grid connection.

After the dual units are commissioned, the project's annual power generation is expected to reach 6.6 billion kWh. It will become an important supporting and regulating power source for Guizhou Province and even the China Southern Power Grid, undertaking multiple functions including power generation, peak shaving, voltage regulation, and backup.
