en.Wedoany.com Reported - Colombia's National Environmental Licensing Authority (ANLA) has granted an environmental license to Enerland Group, approving the construction of the 19.9 MW DSE Neiva Solar Park and a 34.5 kV connection line in the municipality of Neiva, Huila department.

According to ANLA, this is the first photovoltaic power plant approved under Colombia's Optimized Design Solar Environmental License (LASolar) mechanism. This mechanism was established by Decree 1033 of 2025 and applies to medium-scale solar projects with capacities between 10 MW and 100 MW.
According to official information, the project plans to install 39,032 photovoltaic modules, 92 utility poles, and construct new transmission lines totaling 5,482 meters in length. The electricity generated will be fed into the grid via a 34.5 kV connection line.
The environmental assessment procedure for the DSE Neiva Solar Park under the LASolar mechanism was announced to the public in April of this year.
Enerland Group stated that the DSE Neiva Solar Park project is a coordinated initiative with the adjacent DSE Neiva Sur Solar Park project. The company said the two projects were planned jointly from technical and economic perspectives, aiming to optimize shared infrastructure and synchronize construction timelines.
The company expects to begin construction in the first quarter of 2027. This project is part of Enerland's portfolio in Colombia, where the company claims to have over 220 MWp in completed and ongoing projects, with an additional 160 MWp in reserve projects under development.
The Colombian government introduced the LASolar mechanism with the goal of simplifying the environmental permitting process for photovoltaic solar projects with capacities between 10 MW and 100 MW, reducing evaluation times without eliminating technical, environmental, and social review requirements.
