New Four-Story Duplex Planned in San Francisco's Bernal Heights

Designed and developed by F2 Design and filed through ELE Development LLC, the plan calls for a four-story mixed-use residential building on the lot, containing one three-bedroom main unit and one studio apartment, with a total floor area of 3,700 square feet. A formal planning permit has not yet been submitted, and the project cost and construction timeline have not been disclosed.
Located on Coleridge Street between Virginia Avenue and Fair Avenue, the site sits across from the planned affordable senior housing project at 3333 Mission Street. The proposed development would replace an existing single-family home on the lot that drew controversy. Listed for sale in March 2025, the 875-square-foot home drew public attention for its poor living conditions. According to the San Francisco Standard, the interior was covered in grime and smelled of mold, though the kitchen appliances, despite being stained, were still functional.


Bernal Heights, located south of downtown San Francisco, is characterized by its hilly terrain and dense residential neighborhoods. As the city's housing shortage persists, the neighborhood has become a key area for infill development in recent years. The announced project aligns with this trend, aiming to increase housing supply by maximizing lot density. Its proximity to the planned affordable senior housing project could foster complementary community living patterns in the future.
The project is still in its early stages. Developer F2 Design has held preliminary project review meetings with the city, but a formal planning permit application has not yet been submitted. The project cost and construction timeline also remain undisclosed. As San Francisco's housing policies continue to evolve, the pace and final form of such small-scale infill developments in the central city will depend on further clarity from the planning approval process.
