Although the basin has rapidly become one of the most closely watched deepwater exploration frontiers globally, the industry's focus has adjusted.

Shell drilled multiple exploration wells in Block PEL39 over three years, including Graff, La Rona, and Jonker, confirming an effective petroleum system and the basin's hydrocarbon potential, but also highlighting the challenges of converting discoveries into commercially recoverable reserves. Shell encountered geological constraints such as low rock permeability and high gas content during drilling, impacting production performance and increasing development complexity. In early 2025, Shell recorded a $400 million impairment on its Namibian exploration interests but clarified that this was an accounting write-down rather than an exit from the country, reaffirming its commitment to Namibia's offshore potential. Iitembu Shituula, Oil and Gas Client Coverage Manager at Standard Bank, stated that the impairment should be viewed within the broader context of the exploration lifecycle rather than as a reflection of Namibia's long-term potential. Shituula told Prospect that the subsequent success of Merlin-1X has strengthened market confidence in the Orange Basin, and that continued exploration success, resource growth, reduced technical risk, regulatory certainty, and operator commitment to advancing development are stronger indicators of the project's long-term commercial viability.
The Venus oil field, operated by TotalEnergies with QatarEnergy and Namibia's national oil company NAMCOR as partners, was discovered in 2022, and appraisal drilling has confirmed a large reservoir in the Orange Basin. The project has entered the pre-final investment decision phase, with development planning largely complete, and the operator is working toward a final investment decision by mid-2026. Shituula noted that financiers are increasingly focused on whether projects can meet the commercial and technical requirements needed to enter development, with key milestones including a well-appraised resource base, technically and commercially viable development concepts, a competitive project cost structure, regulatory certainty, and a stable fiscal environment. Technical work continues on reservoir performance, field design, and associated gas management, influencing the project's final development plan.
Development economics remain a key focus, with industry benchmarks for modern deepwater developments typically placing full-cycle costs in the range of $30 to $60 per barrel, depending on scale, infrastructure requirements, and reservoir performance. Early modeling suggests that Namibia's discoveries could fall within this range, but outcomes remain highly dependent on subsurface conditions and gas handling requirements. Large, efficient hub-style developments with good reservoir performance tend to be at the lower end, while standalone projects involving more complex processing and subsea requirements are more costly. As projects mature, investors are no longer focusing solely on breakeven costs when allocating capital; capital allocation is increasingly driven by resource quality, development costs, execution readiness, and progress toward key milestones.
Investor confidence in Namibia's offshore sector remains strong, with the basin continuing to attract major international energy companies. New entrants such as bp and Petrobras are positioning in Namibia, while existing players are increasing acreage and exposure through license acquisitions and equity participation. As projects mature, financiers are differentiating based on each project's readiness to advance, and the Venus oil field is expected to provide the clearest indicator of Namibia's ability to translate exploration success into commercial production.
