en.Wedoany.com Reported - Zhang Chengzhong, Secretary of the Party Leadership Group and Minister of the Ministry of Emergency Management, inspected flood and typhoon prevention work in Xiong'an New Area, Hebei Province, China, on July 11. He emphasized the need to thoroughly implement the important instructions and directives of General Secretary Xi Jinping, always prioritize the safety of people's lives and property, strengthen bottom-line and extreme thinking, base preparations on the most severe scenarios, make the fullest preparations, and go all out to win the tough battle against floods and typhoons.
Zhang Chengzhong visited key flood control and drainage projects including the Xingaifang Hub in Xiong County, the second phase of the Rongcheng County Flood Interception Canal, and the Nanhe Hub in Anxin County. He inspected river sluices, embankments, pumping stations, and control rooms to understand the preparedness for flood and typhoon prevention and the construction of the urban drainage system in Xiong'an New Area. He noted that Typhoon "Bavi" is about to make landfall in Zhejiang Province, bringing abundant moisture that will subsequently cause heavy rainfall in the Haihe River Basin and other areas. Meanwhile, the critical flood prevention period from late July to early August is approaching, making the flood control situation severe and complex. He demanded that problems and difficulties be fully anticipated, and all tasks related to flood and typhoon prevention be firmly implemented.
Zhang Chengzhong stressed the need to closely monitor key areas such as river embankments, culverts, and sluices, as well as flood-prone zones like urban underground pipelines and corridors, construction sites, and low-lying areas. He called for coordinated drainage operations to strengthen defenses against both external floods and internal waterlogging. He emphasized enhancing flood prevention coordination among Beijing, Tianjin, and Hebei, improving the sharing of meteorological and hydrological data and information, and scientifically regulating upstream and downstream water conservancy projects to ensure flood control safety. He demanded strict implementation of the early warning "response" mechanism, with special attention to vulnerable groups such as the elderly, weak, sick, disabled, and pregnant women. He urged maximizing lead time in early warnings and emergency responses, organizing the timely and swift evacuation of threatened populations to resolutely avoid casualties. He also stressed the need to fully leverage the role of flood control headquarters at all levels, strictly enforce the duty system for leading officials, conduct rolling assessments and strengthen deployment, and handle dangerous situations and disasters promptly and effectively to safeguard the lives and property of the people.
At the Xiong'an New Area base of China Aneng Group's mobile teams, Zhang Chengzhong inspected rescue equipment on site, including power-driven pontoon bridges, emergency rescue vehicles, and heavy-load unmanned helicopters. He gained detailed insights into the team's forward deployment, daily training, and logistical support. He emphasized that China Aneng Group, as a national professional force in the field of natural disaster engineering emergency rescue, shoulders important responsibilities and missions. He urged the group to base its work on the most extreme and adverse scenarios, strengthen equipment allocation, enhance practical training, and significantly improve its capability to tackle major and tough battles. He called for maintaining a constant state of combat readiness, responding swiftly to orders and charging forward, demonstrating responsibility and commitment at critical moments, and fully ensuring the safety of people's lives and property.
