Ghana's Atomic-East Detention Basin Launches International Tender, Project Valued at US$22.11 Million
en.Wedoany.com Reported - On September 15, Ghana's Ministry of Works, Housing and Water Resources issued an international tender notice for the Atomic-East Detention Basin project. The project is located in the Ghana Atomic Energy Commission (GAEC) area and forms part of the flood control works under the Greater Accra Resilient and Integrated Development Project (GARID). The tender number is GH-MWH-413765-CW-RFB, and it adopts the international competitive procurement method under the World Bank Investment Project Financing framework. The bid submission deadline is 10:00 on October 30, 2026.
The Atomic-East project will construct a excavated flood detention area along the Odaw River. The existing ground elevation is approximately 31–33 meters. Through large-scale earthworks excavation, the project will lower the minimum elevation within the basin to 28 meters above sea level and reshape the existing terrain on the west bank of the river channel. The detention basin will be directly connected to the Odaw River to temporarily store and regulate floodwater during rainfall.
The main construction scope includes earthen embankments, detention basin earthworks excavation, one reinforced concrete overflow weir, one reinforced concrete outlet box culvert, and on-site access roads. The overflow weir will be located downstream of the confluence of the Odaw River tributary and will serve both inflow and outflow functions for the detention basin; the box culvert will serve as the drainage connection.
Project market communication materials organized by the World Bank in July 2026 show that the estimated investment for the Atomic-East Detention Basin project is approximately US$22.11 million. The same batch of works also includes the Atomic-West Detention Basin valued at approximately US$20.33 million, the Alajo Drainage Channel Rehabilitation at US$10.91 million, the Abbosey Okai Bridge Reconstruction at US$8.41 million, as well as the Nima-Paloma and Circle-Odawna drainage works and the Ayidan sanitary landfill.
Project funding comes from World Bank IDA Credit 64100. The Government of Ghana will use this financing to pay for the works contract and will implement it in accordance with the World Bank Investment Project Financing direct payment method. Bids will be evaluated with technical and financial proposals reviewed separately, with technical and other non-price factors weighted at 70% and price weighted at 30%.
Bidders must submit a bank bid security of 2.2 million Ghanaian cedis and simultaneously submit a local labor implementation plan. The tender document fee is 2,000 Ghanaian cedis, and paper documents may be sent by courier. After the October 30 deadline, the technical proposals will first be opened publicly, while the financial proposals will remain sealed until the technical evaluation is completed, after which the subsequent price evaluation procedure will proceed.
Atomic-East belongs to Part 1 of GARID, "Climate-Resilient Drainage and Flood Mitigation Measures." The project has previously completed design and procurement preparation and entered the formal works procurement stage in 2026. World Bank project materials list this work separately as a large drainage infrastructure contract package.
