Planning Application Submitted for Portreath Flood Defence Scheme in the UK to Upgrade Nearly Century-Old Flood Relief Tunnel
en.Wedoany.com Reported - On 24 September, the UK Environment Agency submitted a planning application to the Cornwall local planning authority for the Portreath flood defence and resilience scheme. The project will carry out systematic upgrades to the existing watercourse, flood relief facilities and flow control system to improve local flood conveyance capacity under heavy rainfall conditions. Portreath is listed as one of the high-risk communities in the South West regional flood risk management plan, as the local catchment responds rapidly and water levels can rise within minutes during intense rainfall.

One of the core elements of the scheme is to retain and enhance the operational capacity of the approximately 95-year-old Portreath flood relief tunnel. The tunnel has long served the village's flood relief function, but its existing conveyance capacity is approaching its limit under high-flow conditions. During the winter of 2026, the Environment Agency's emergency response team attended the site more than 30 times for monitoring, and the tunnel's high water level capacity alarm was triggered 9 times in total; during an intense rainfall event on 27 January, monitoring footage showed the tunnel operating at full capacity.
The planning proposal includes enlarging the effective conveyance capacity of the historic watercourse, replacing the existing footbridge that restricts flow, improving maintenance access, implementing structural scour protection works, and constructing new flow control facilities. The project will also address river vegetation and ecological restoration, manage invasive non-native species, and replant native trees, shrubs and riparian vegetation. The UK Environment Agency has stated that the scheme will not reduce the water quality of the local bathing beach and will incorporate long-term water quality protection into the design.
The existing flood defence system at Portreath has previously exposed capacity constraints. Local government documents show that when the existing tunnel's drainage capacity is exceeded, floodwater may form new overland flow paths along the village's main road, and the higher ground near the coast may cause water to back up, potentially affecting up to approximately 104 properties. The existing tunnel can become overloaded under flood conditions with a return period of approximately once in ten years, and the tunnel entrance screen also poses a risk of debris and floating material accumulation, which is why an alarm system was previously installed to enable operators to clear it promptly.
The project has previously completed modelling analysis, tree surveys and early coordination with the local authority, and the concept business case has also been accepted. An updated document from March 2026 shows that the project design has entered the full business case preparation stage, with plans to use construction funding from the 2026/27 financial year to advance subsequent implementation.
